Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

We are looking for a Country Director to join our newly established programme in Ukraine. The programme is in a crucial stage of growth with huge potential to further build a team and programme activities that will support Ukraine and the Ukrainian communities struggling with the impact of war. NPA is seeking a Country Director who can provide excellent leadership and strategic direction. The current Mine Action programme consists of capacity building of national authorities, material support, survey and Conflict Preparedness and Protection. The scope of these activities will rapidly increase and new activities will be added as the program develops. The humanitarian programme is also in its start-up phase with ongoing partnership with four Ukranian organizations in its implementation of protection/SGBV activities in Ukraine. A protection/SGBV team is in place lead by a PM.
Location: Kyiv, Ukraine, with extensive and regular travels to other parts of the country.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.
Requirements
- Minimum five years’ experience as an upper level manager in a mine action and/or humanitarian programme in complex emergencies.
- Relevant higher education and/or relevant professional experience.
- Experience from developing programme strategies and strategically managing and directing large scale projects including implementation, management, monitoring and evaluation, risk assessment and mitigation and contract compliance.
- Experience from managing finance, administrative and human resource systems to ensure programme efficiency, including knowledge and understanding of relevant institutional donors (NMFA, FCDO, GFFO, EU, PM/WRA, GAC, Sida, Danida).
- Profound understanding of mine action or candidates with experience of establishing and developing operations and activities in a humanitarian/emergency context.
- Experience working in Ukraine and/or neighboring countries is an advantage.
- Knowledge and understanding of cultural and political context in Ukraine are an advantage.
- Excellent teamworking skills, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.
- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
- Written and verbal proficiency in English.
What you will do
- Overall responsibility for all NPA programmes in Ukraine.
- Strategic leadership, management and representation of NPA in country and ensure synergy between different programme interventions.
- Accountability towards the NPA Head Office for the delivery, effective management, budget control, monitoring, and evaluation of all activities in the country programmes.
- Overall responsibility to ensure that administrative procedure and support are in line with NPA QMS, guidelines, policies and donor requirements.
- Ensure that the country programme works towards NPA’s vision Solidarity in Action.
- Overall responsibility for resource mobilization for the country programme, including leading donor strategies and fundraising, and ensure quality and timely delivery of all proposals and reports.
- Overall responsiblity for the safety and security of NPA staff, assets and resources and crisis management.
- Lead the Senior Management Team in country.
- Overall responsibility for active gender, inclusion and environment mainstreaming within the programme and in all NPA activities.
*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
