Overview:

IBTCI seeks a Cost/Pricing Consultant with experience preparing and drafting budgets in response to the Global Evaluation and Monitoring Framework Agreement (GEMFA) call downs issued by the Foreign, Commonwealth and Development Office (FCDO). A successful candidate will possess knowledge of and have a clear understanding of the FCDO priorities and their procurement process, along with experience preparing costing strategies and drafting budgets.

The FCDO has recently established a new Global Evaluation and Monitoring Framework Agreement (GEMFA) to ensure the provision of efficient and effective expert services for the design and implementation of evaluations of overseas development assistance delivered by the FCDO and other government departments. The purpose of evaluation is to support the effective delivery of FCDO’s Strategic Objectives by producing high quality, independent, relevant evaluations that enable development interventions to be responsive to the poorest people and contribute to their wellbeing.

Responsibilities

Responsibilities:

Using your pricing, budgeting, research, writing and subject matter skills, perform related tasks to the preparation and submission of cost proposals. Tasks could include, but not be limited to:

  • Collaborate with program, business development and contracts staff at IBTCI and partner firms to ensure that budgets include comprehensive and realistic costs.
  • The costing should be in accordance to client, U.K. and host country laws inclusive of local taxes, registration fees, income taxes, etc.
  • Offer advice on donor rules and regulations, and specific solicitation requirements as they pertain to budget development.
  • Identify reasonable overall costs of programs or tasks based on the proposed Scope of Work, deliverables, and Level of Effort (LOE) estimates provided by the proposal team.
  • Write cost proposal narratives that include detailed descriptions and approved sources of information.
  • Collaborate with proposal writers and IBTCI staff to ensure that all costs related to local compliance are validated in the technical proposal.
  • Other duties as assigned.

Note:

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on the final work product.

Qualifications

Minimum Requirements:

  • Five years of experience of preparing cost proposals for UK tenders/frameworks/call downs
  • Must be able to meet with technical staff and elicit their requirements to develop budget and cost proposal documents.
  • Must be familiar with the FCDO Cost, Pricing and Compliance Regulations
  • Must have advanced Microsoft Office and Microsoft Excel abilities.
  • Previous experience working in an integrated team environment as well as independently.
  • Oral and written fluency in English required.

Education: Bachelor’s degree in Accounting, Finance, or related field.

Preferred Knowledge, Skills and Abilities:

  • UK government (FCO,DFID, and/or FCDO) pricing/budget and contract work experience with for-profit and nonprofit organizations.
  • Excellent writing and editing skills.

Working Environment: Remote work is allowed for this consultancy.

Supervisory Responsibility: This position does have supervisory responsibilities.
