DanChurchAid (DCA) invites applications for an experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Managerfor its CAR Country Programme. The position is based in Bangui, CAR and is a non-accompanied position.

DCA has been supporting humanitarian, development and peacebuilding activities implemented both directly and through CAR local partners since 2015. DCA aims to mitigate the consequences of conflict and displacement by contributing to recovery and enhanced resilience of the most vulnerable. The programme is protection and Conflict Prevention -focused with an emphasis on Humanitarian Mine Action, psycho-social support, and community-based initiatives. Most programming in CAR is done directly by DCA with aim to progressively move towards local or national NGOs implementation which will include comprehensive capacity building components.

In Central African Republic DanChurchAid (DCA) CAR is working in the prefectures and sub-prefectures of Bangui city, Kemo (Sibut, Dekoa, Galafondo, etc…), Ouaka (Ippy), Haute Kotto (Bria), Nana Gribizi (Kaga Bandoro), Bambari and Bouar with refugees, returnees, displaced, marginalised people and local communities to save lives to enhance peace, livelihoods, and resilience. Currently three programmes (save lives, build resilient communities, fight extreme inequality) are being implemented by DCA in CAR with (06) local partners and (01) International partner, but under DCA new strategic plan due by June 2023, they will all be working under nexus approach lenses. In strengthening the new programme model, DCA in CAR is seeking to recruit a Monitoring, Evaluation, Accountability and Learning Manager, to be based in Bangui. Monitoring, Evaluation, Accountability and Learning Manager (MEAL) role is new in CAR, established in response to growing number of programmes and greater demands for clear results from institutional donors, and based on a strategic decision to deepen DCA’s investment in conflict sensitive-responsive and high-quality programme management at country level. The MEAL Manager will ensure that the Country Programme adopts a systematic approach to Monitoring, Evaluation, Accountability and Learning and will support the development and implementation of a holistic integrated MEAL framework to a high standard. This MEAL system should be able to track outputs and outcomes throughout the project life span and manage data effectively, thus contributing to quality reporting, continuous learning, programme adaption, innovation, and increased visibility of the impact of DCA’s work. The role will work closely with DCA MEAL Officers and program staff including partners staff on improving their internal M&E plans and will contribute to the design of new programming to help expand programming in country.

Key duties and responsibilities

1) Providing technical support to Country Programme Team

Specifically:

  • Provide technical support, along with the MEAL officers, to design, improve and update MEAL framework and project frameworks, including refinement of indicators, monitoring and evaluation plans, and collection, management, analysis and reporting of performance data.
  • Ensure usage of DCA’s Global Results Framework in new projects and proposals.
  • Support the use of global monitoring tools and methodologies in programmes.
  • Support the development, design and management of programme or project evaluations, baselines or research.
  • Lead on developing the country’s programme accountability framework, including feedback and complaints mechanisms, to ensure the sharing of monitoring information with programme participants and other stakeholders.
  • Support programme staff to use MEAL learnings to inform and adapt programme implementation.

2) Work directly with MEAL Officers and closely with Programme Managers

Specifically:

  • Identify key gaps in partner MEAL-related capacity and develop strategies to bridge those gaps.
  • Work with MEAL officers and programme staff to support partner use of results-based management and engagement with programme learning and review processes.
  • Through training and coaching support partner staff to develop skills and competences to gather, manage and analyse quality peacebuilding and gender-sensitive data.
  • Train programme staff and partners on using analysed data to inform programme quality control, to produce quality donor reports, to document lessons learned and programme impact and to inform future project development.

3) Documenting learning in Central African Republic in the area of MEAL

Specifically:

  • Sharing of project staff and partner MEAL tools and training resources developed, particularly those engaging with Women’s Empowerment, Peacebuilding, social cohesion and protection.
  • Learn from other organisational and external documented learning in rolling out new approaches and methods (e.g. digital data monitoring and innovative participatory MEAL methods) and explore how to apply these in the CAR context.

4) In conjunction with the MEAL team, provide support to the Programme and Project Manager in managing and coordinating programme development processes such as:

  • Assist in the development of institutional funding applications (concept notes and full proposals) in close coordination with Programme Managers, Project officers, Head Office Programme technical Teams, GPRM Unit and partners, including:
  • Assist in the development of donor reports in close coordination with Programme Manager, Project Officers, finance staff and partners.

5) Other

  • Ensure that conflict analysis, gender and vulnerability issues are addressed in all aspects of MEAL work, in relation to partners and in working with colleagues in DCA. In particular, champion monitoring and learning approaches which engage with issues of peacebuilding, social cohesion and protection, Gender, Vulnerability and Women’s Empowerment.
  • Any other reasonable duty as may be assigned by the line manager that is consistent with the nature of the job and its level of responsibility.

Qualification

  • Master’s level qualification desirable in social sciences, development studied, or related area.

Experience

  • 5 years’ experience in programme monitoring, evaluation and/or development
  • Experience of implementing results focused monitoring, evaluation, accountability and learning systems, and using results or logical frameworks.
  • Experience in proposal and report writing for major international donors (European Union, UN, ECHO, DANIDA, UK donors, etc.)
  • Experience in quantitative/ qualitative data management and analysis.
  • Experience in participatory MEAL approaches.
  • Experience working with local partner organizations and in facilitating trainings.
  • Experience working on issues of peacebuilding, social cohesion and protection, Gender, Vulnerability and Women’s Empowerment.

Skills

  • Technical skills to implement MEAL in a conflict and gender-sensitive manner, including tool design, sampling, data collection, analysis, participatory rural appraisal, and report writing.
  • Ability to develop indicators, tools and processes for monitoring peacebuilding and social cohesion, Women’s Empowerment and resilient livelihoods interventions are particularly desirable.
  • Successful proposal development and writing skills.
  • Computer Skills: High level of proficiency in Excel, PowerPoint. Good knowledge of IT systems such as cloud platforms, apps, Excel, databases.
  • Facilitation, coordination, and communication skills, with an ability to communicate to a variety of audiences.
  • Excellent spoken and written of French and English.

Knowledge

  • Understanding of programme cycle management and Programme Quality theories, including MEAL systems and Results Based Management and impact assessment.
  • General understanding of humanitarian, development and peacebuilding issues and contexts, preferably in the areas of Governance/Human Rights, resilient Livelihoods, peacebuilding, Gender Equality and Women’s Empowerment.
