The Position:

Programme Management and Support Analyst, and the consultancy is approximated to the P1 level. The consultant will be reported to the Chief of Technical Advisor.

Job Purpose

The Programme Management and Support Analyst will support the CTA in the implementation of the census to ensure the highest quality standards are maintained throughout the process. He/she will liaise with the NSO on the implementation of the census and coordinate all population data-related activities with relevant government entities both at the national and sub-national levels.

You Would Be Responsible For

Under the supervision of CTA, the Programme Management and Support Analyst will:

  • Collaborate with the NSO, Department of National Planning and Monitoring (DNPM), PNG Civil and Identity Registry (PNGCIR), and relevant departments on census and population-related matters;
  • Participate in the monitoring activities for the census training, enumeration, and data processing in the provinces;
  • Support the coordination of the Data Literacy and Appreciation and other population data-related projects at the provincial level including Demographic Dividend Estimates ensuring compliance with the standards and procedures set;
  • Support the coordination of the establishment of a Special Parliamentary Committee on Population and the revival of the National Population Council;
  • Support the organizing of workshops, consultations, monitoring/evaluation, donor and other reports as required;
  • Support the preparation of presentations, meeting/workshop materials, action points/minutes of the meeting, and correspondence;
  • Monitor project expenses vis-à-vis with the approved work plan;
  • Support the conduct of the capacity building for NSO staff both on-the-job and classroom training sessions, whenever applicable; and
  • Perform other job-related duties as assigned by the UNFPA Representative and/or Deputy Representative and/or Chief Technical Advisor, as may be required to ensure the success of the above-mentioned activities.

The contract duration is 8 months (Estimated starting & end date: 16 April – 15 Dec 2024) and the incumbent is expected to work from 8 am – 5 pm Mondays to Fridays, except on UN-declared holidays.


Qualifications and Experience:

  • Advanced university degree in Statistics, Demography, Population Studies, Economics, or other related disciplines.
  • A first-level university degree (Bachelor) in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Knowledge And Experience

  • Zero year of relevant experience, for holders of Master’s degree or higher. At least two (2) years of relevant working experience for holders of Bachelor degree;
  • UN work experience would be an advantage;
  • Work experience in Papua New Guinea would be an asset;
  • Experience in capacity strengthening and development, and skills transfer for local counterparts;
  • Must be meticulous in providing support to coordination activities; have a keen eye for details, looking for excellence and quality in all technical matters.


  • Proficiency in English is required.

This position offers an attractive remuneration package and the travel costs will be covered by UNFPA.
