About the role: This is a 12-month, Juba-based role with unaccompanied terms, with frequent travel to other programme areas in South Sudan, depending on programme support needs. There is a possibility of relocation to one of the field offices in the future, dependent on programme support needs. This is a Grade 1 position (€32,367- €35,962).

The Logistics Officer will report to the Systems Director and will work closely with the Systems Manager, Base Managers, Area Coordinators, Logistics and admin, and other programme staff as required. Preferred start date: 1st September 2022.

Purpose: The Logistics Officer will be responsible for the provision of logistics support to Concern’s programmes in South Sudan.

Tasks:

Supply Management:

  • Support the management and status tracking of project supply requests.
  • Support cost-effective management and execution of procurement in line with Concern’s policies and procedures.
  • Support programme teams in the development of procurement plans.
  • Evaluate documentation of procurement processes on a random basis, to ensure compliance.
  • Organize, plan and prioritize project supply needs.
  • Assist the logistics staff in developing framework contracts.
  • Brief all staff on the supply chain system and the constraints related to it.

Warehouse Management:

  • Support effective warehouse management in accordance with the Concern guidelines.
  • Support efficient stock management and availability of relevant supply management data and stock records.
  • Support the security of stock through the implementation of effective controls.
  • Ensure documentation is correctly understood and used.
  • Ensure monthly stock records are generated.
  • Strengthen staff capacity and warehouse management processes through on-the-job technical assistance.
  • Investigate stock discrepancies that might be uncovered through stock checks and provide a report of the findings
  • Review/harmonize the process for accounting for DIKs in all field offices.
  • Support in putting together South Sudan Fixed Assets disposition policy in relation to government/state regulations and contexts.

Emergency response:

  • Ensuring projects are logistically prepared to support emergency interventions.
  • Preparing distribution activity plans in conjunction with the programme departments.
  • Support the dispatch and receipt of commodities on a timely basis as requested.
  • Ensures end of distribution reconciliation documentation is understood and used.

First Aid:

  • Liaise with the Systems Director in ensuring that every vehicle used by Concern staff has an appropriate first aid kit.
  • Liaise with the Systems Director in sourcing and scheduling basic first aid courses/refresher courses for drivers.

Transport:

  • Ensure that maintenance works are property documented.
  • Ensure that preventative maintenance schedules are adhered to.
  • Monitor the maintenance conducted on Concern vehicles by external service providers.
  • Ensure proper use and accuracy of log sheets.
  • Ensure accurate monthly transport reports are generated and reviewed.
  • Manage rental contracts for vehicles.
  • Ensure effective transport resource planning is in place – daily, weekly, and long-term.

Security management:

  • Review proper application of SOPs in different locations
  • Be responsible for delegated security tasks like compound security, hibernation stocks, radio communication training, guard training, etc.
  • In collaboration with the Area Coordinator, the Logistician will manage the daily security of the office, house, warehouse, staff, and visitors.

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, and that feedback and complaints are welcomed and addressed;
  • Work with relevant colleagues to ensure that information about CRM, safeguarding, and expected staff behavior is disseminated among programme participants and communities.
  • Adhere fully to the commitments and rules of Concern’s Code of Conduct (CoC) and Associated Policies, including respect for confidentiality.
  • Report to the appropriate manager, all violations of the CoC and associated policies, this is a mandatory duty of all staff.

Your skills and experience will include:

Essential:

  • Ability to organize and prioritize workload, and use own initiative as appropriate
  • Previous work experience in Africa
  • At least one year of practical experience working in a similar role in the humanitarian field with an NGO
  • Security awareness
  • Proven ability to train, coach, and support staff
  • Good technical, managerial, and administrative skills

Desirable:

  • Experience with logistics and supply chain management emergency operations
  • Experience working in the humanitarian field with an NGO
  • Ability to act as part of a multi-cultural and multi-disciplinary team
  • Ability to cope with stress and to work under pressure
  • Flexibility, adaptability, good sense of humor, and patience
