Context:
IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Operations, the Programme Coordinator (Water, Sanitation and Hygiene (WASH)) will be in charge of the overall coordination of IOM’s Water, Sanitation and Hygiene (WASH) programme across South Sudan to ensure programming is addressing evolving humanitarian need and Mission’s development and peacebuilding efforts.
Core Functions / Responsibilities:
- Develop and ensure the execution of the overall WASH strategy for IOM in the country reflecting mission’s internal goals towards integrated programming across the humanitarian, peacebuilding, and development nexus, with particular emphasis on protection mainstreaming and mitigation of GBV related risks.
- Supervise the technical components of the WASH programme (including but not limited to: static projects (Emergency, Early Recovery, Development); WASH Mobile Response (Emergency Preparedness and Response – EPnR); WASH Core Pipeline; Cluster Coordination and GBV mainstreaming and response, ensuring the implementation of the required activities for the successful completion of the different projects activities in line with donor requirements.
- Develop comprehensive and realistic workplans for efficient project implementation in line with project schedules ensuring high quality of service delivery and infrastructure work.
- Manage WASH unit in line with institutional policies to create respectful environment with the team, while proactively exploring possibilities for capacity building of national staff.
- Lead on the inter-agency coordination at relevant platforms related to WASH activities across the humanitarian – peacebuilding – development nexus (HPDN, e.g. WASH Cluster), including with relevant Government technical counterparts.
- Ensure high quality financial management of projects in coordination with the Resource Management Unit, including timely procurement of items in line with the procurement plan.
- Support the senior management in defining the WASH operational strategy/response across humanitarian, peacebuilding and development nexus.
- Lead on the development of project proposals across the Humanitarian- Development Peace Nexus, while proactively exploring new funding avenues and project ideas.
- Establish efficient reporting lines within the unit to ensure timely inputs for various mission level or donor information requests.
- Supervise the management of contracts with service providers or implementing partners. Work closely with the administrative units of IOM to ensure adequate contract management, close out procedures and final payment to the contractors.
- Contribute to the mainstreaming of GBV, Accountability to Affected Population (AAP) and Prevention of Sexual Exploitation and Abuse (PSEA) principles at all stages of project implementation, in coordination with Mission’s technical focal points and senior management.
- Travel regularly to the field to implement and monitor WASH activities.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Civil Engineering or Environmental Studies, or a related field from an accredited academic institution1 with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Proven experience in Water, Sanitation and Hygiene (WASH) programming in an emergency context;
- Experience in the field of humanitarian emergencies, including operational and field experience, IOM project development, and management;
- Experience in liaising with governmental authorities, other national/international institutions and NGOs;
- Experience in monitoring and evaluation of projects;
- Experience of regional issues an advantage.

Languages
IOM’s official languages are English, French, and Spanish.
