Labour Mobility Coordinator, PNG – Pacific Labour Facility

Project Overview:

The PLF works with DFAT and DEWR to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor-Leste. The PLF is managed by Palladium and has been established as a trusted intermediary in supporting Australia-Pacific circular labour mobility.

Role Overview:

The Labour Mobility Coordinator will provide strategic and operational leadership to support the Department of Treasury Labour Mobility Unit to develop a quality supply of Pacific Workers for the work-ready pool, coordinate efficient and transparent recruitment and mobilisation activities to exceed employer expectations as well as support the reintegration of workers back to PNG. The position will be responsible for supporting the overall direction of the Labour Mobility Unit, facilitate stakeholder engagement to enhance the quality and quantity of workers available to employers, develop policies and processes to increase PNG’s labour mobility participation in Australia and New Zealand.

Primary Duties and Responsibilities:

Under the direction of the Labour Mobility Engagement Manager (LMEM) the Labour Mobility Coordinator will work closely with the LMU team members to:

• Ensure efficient, streamlined implementation of operational and strategic priorities for labour mobility programs.
• Support the LMU leadership team to develop annual plans, activities, and respective budgets. Monitor and support planned activities throughout the planning cycles.
• Build and facilitate linkages with Labour Mobility stakeholders to maximise the impact of increased labour mobility and ensure effective communication, cross-learning, and the sharing of knowledge amongst stakeholders.
• Mentor LMU team members as appropriate on labour mobility processes, policies, and systems to develop and strengthen capacity and capabilities.
• Drive initiatives by the LMU team to increase the supply of high-quality worker registrations
• Drive improvement to the review, design, and delivery of Labour Mobility processes that support worker recruitment.
• Working closely with the LMEM and LMU, contribute to country planning and budgeting, utilising the analysis of capacity assessments.
• Identify innovative approaches to promote Labour Mobility opportunities for women, people with disabilities and those from remote communities, simultaneously monitoring issues of gender equality and social inclusion.
• Working closely with the LMEM and LMU support worker reintegration initiatives by leveraging connections with other local and DFAT funded programs and in-country networks.
• Provide quarterly, bi-annual and annual Labour Mobility Unit reporting for presentation to the National Economic Committee by the Minister.
• Travel locally and internationally, as required.
