Project Objective:

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) and SI the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring (TPM).

USAID/Haiti has engaged Haiti ESS+ to conduct a Mid-Term Evaluation of RANFOSE (Strengthen Nutrition to Increase Health) Activity to assess progress to-date and provide actionable recommendations to inform potential project/sector implementation improvements. In addition to understanding the project’s performance and outcomes, USAID/Haiti plans to use the results of this evaluation to understand how to improve its strategic approaches to Nutrition and Food Fortification in Haiti.

The RANFOSE is a six-year food fortification project which aims to reduce micronutrient deficiencies in Haiti. In collaboration with the Ministry of Health, this project works with importers, distributors, and local food producers to fortify wheat flour with iron and folic acid, vegetable oils with vitamin A, and salt with iodine. The evaluation will help inform priorities and adaptive management for the immediate future (next 2-4 years).

Position Description:

Haiti ESS+ is seeking an expat Team Leader consultant to lead all technical and management aspects of the RANFOSE Evaluation. The Team Leader is expected to work closely with the Evaluation Specialist, the Nutrition and Food Fortification Specialist, the local data collection firm, the Haiti ESS+ team as well as the SI headquarters project management team to ensure quality and timely deliverables.

The evaluation level of effort is approximately 10 – 12 weeks (from 60 to 72 days), inclusive of two to three consecutive weeks (18 days) of data collection and analysis in Haiti. The estimated start date is December 2022, and the end date is May 2023.

Roles & Responsibilities:

  • Manage and lead the team in a respectful and transparent manner, ensuring the achievement of deliverables during the evaluation.
  • Provide quality assurance on analytic issues, including methods, development of data collection instruments, protocols for data collection, data management, and data analysis.
  • Lead evaluation design.
  • Coordinate the mid-term evaluation implementation, analysis, and author the final report.
  • Assign evaluation responsibilities and tasks among team members.
  • Oversee the training of all engaged in data collection, ensuring the highest level of reliability and validity of the data being collected.
  • Lead and coordinate all data analyses; ensure all qualitative and quantitative data analyses meet the requirements for the evaluation.
  • Provide oversight on the data collection and analysis, ensuring data quality.
  • Take ultimate responsibility for writing all reports associated with the project, including, but not limited to, the combined inception and evaluation design (including tools) as well as the draft and final reports in conformity with SI and USAID regulations, and the Scope of Work (SOW).
  • Lead and facilitate communications and engagements with the client.
  • Manage all deadlines and record maintenance, including collecting and managing quantitative data and producing notes for all qualitative data collection events for delivery to USAID.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local authorities, local organizations, and other program partners.
  • Collaborate with the SI headquarters and Haiti ESS+ staff with strategic and operational planning to implement the approved work plan.

Qualifications:

  • Minimum of a master’s degree in public health and/or nutrition, and other related fields
  • Documented track record of a minimum of 10 years of experience in public health and/or nutrition, including experience in the implementation of health and/or nutrition activities in developing countries
  • Demonstrated experience leading health sector project/program evaluation/assessment activities, utilizing both quantitative and qualitative methods
  • Excellent skills in planning, facilitation and presentation, consensus building, and project management
    • Organizational skills and ability to keep to a timeline
  • Excellent interpersonal skills, including experience in successfully interacting with host government officials, civil society partners, and other stakeholders
  • Excellent writing skills, with extensive report writing experience
  • Experience working in the region (prior experience in Haiti is highly desirable)
  • Proficiency in written and spoken English and French (Kreyòl is highly desirable)
  • Familiarity with USAID policies and practices including evaluation policy, results frameworks, and performance monitoring plans
