Senior Technical Advisor – Surveillance, Monitoring, Evaluation and Research

Location: Sub-Saharan Africa Regional hub (Kenya, South Africa or Cote d’Ivoire, or Other location)

Overview:

Jhpiego seeks a Senior Technical Advisor to provide technical leadership and project oversight in the area of Infectious Diseases (ID) for an upcoming USAID/BHA-funded global project. The Senior Technical Advisor will provide technical assistance from a regional hub supporting country level implementation and travelling within the Africa region, and to other regions as needs require. The $15 million project aims to establish and strengthen integrated and effective multi-sectoral response to an ID outbreak of epidemic or pandemic potential that is or becomes a humanitarian emergency. The project will operate over a five-year period.

The position will operate under the leadership of the Deputy Chief of Party and Jhpiego’s senior management team, and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the position will support the design and implementation of strategies based on scientific evidence.

Responsibilities:

  • Contribute to the strategic direction and outcomes of defined project activities
  • Collaboratively implement a system to monitor technical quality of project activities
  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
  • Develop or adapt guidance documents, toolkits, training materials to ensure robust monitoring and reporting systems
  • Identify capacity needs for these groups and assist in the design and implementation of measures to address capacity gaps.
  • Develop measurement metrics to assess capacity building of humanitarian assistance NGOs
  • Provide technical leadership in the development the project strategic plan, work plan, and project monitoring, in close collaboration with other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
  • Work closely with the Chief of Party and Deputy Chief of Party to set project priorities and directions, and responding to requests for support from local counterparts;
  • Supervise M&E staff in design and implementation of a plan to track data/results related to humanitarian emergencies to inform adjustments in project implementation
  • Document successes, lessons learned and challenges in implementation as well as report project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches for humanitarian emergencies
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Collaboratively develop tools for operationalizing guidance on multi-sectoral integration and mainstreaming for ID and pandemic responses
  • Develop and maintain a project dashboard

Required Qualifications:

  • An advanced degree in epidemiology, statistics, implementation science or similar
  • At least 7+ years’ experience implementing in monitoring and evaluating progress towards target in infectious disease or humanitarian emergency settings
  • Sub-Saharan Africa Region experience
  • Demonstrated experience with a mix of practical technical skills in measuring response to emergencies
  • Demonstrated experience in establishing monitoring, evaluation and surveillance systems and training others in their usage and implementation.
  • Skilled in at least two or more of the following technical areas: indicator-based surveillance, event-based surveillance, monitoring and evaluation of service delivery projects, or implementation science, geospatial mapping.
  • Demonstrated in-depth understanding of humanitarian emergency healthcare systems, particularly the public health system, experience living and working in humanitarian emergency settings preferred
  • Familiarity with USAID/BHA’s reporting, administrative, management and procedures and systems
  • Proven track record managing a project team composed of several technical experts and fostering team work
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent verbal, written interpersonal and presentation skills in English as well as French, Spanish, and/or Portuguese.
  • Proficiency in Microsoft Office
  • Ability to travel internationally often at short notice.
  • Have the ability to travel freely within Africa, Asia and US.
