Overview:

Jhpiego seeks a Senior Technical Advisor to provide technical leadership and project oversight in the area of Infectious Diseases (ID) in epidemics/ pandemics for an upcoming USAID/BHA-funded global project. The Senior Technical Advisor will provide technical assistance from a regional hub supporting country level implementation and travelling within the Africa region, and to other regions as needs require. The $15 million project aims to establish and strengthen integrated and effective multi-sectoral response to an ID outbreak of epidemic or pandemic potential that is or becomes a humanitarian emergency. The project will operate over a five-year period.

The position will operate under the leadership of the Deputy Chief of Party and Jhpiego’s senior management team, and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the position will support the design and implementation of strategies based on scientific evidence.

Responsibilities:

  • Provide technical oversight, strategic direction and monitor outcome of defined project activities
  • Establish and implement a system to ensure technical quality of project activities in collaboration with the M&E team
  • Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for Project implementation to meet needs of respective country governments and USAID/BHA
  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
  • Work with a wide range of actors (multi-laterals, UN, CSO, NGOs, health care providers, community groups, national and district governments) to identify issues on the delivery of humanitarian assistance with an infectious disease setting of epidemic proportions
  • Develop or adapt guidance documents, toolkits, training materials relevant to the countries of implementation (e.g., training of trainer activities and modules) to address relevant cultural, social, security, and economic factors.
  • Assist in the design and implementation of measures to address capacity gaps.
  • Develop and monitor measurement metrics to assess capacity building of humanitarian assistance NGOs
  • Establish readiness activities that target all levels to ensure accessibility and timeliness of training for local health care workers
  • Provide technical leadership in development of the project strategic plan, work plan, and project monitoring, in close collaboration with other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
  • Work closely with the Chief of Party and Deputy Chief of Party to set project priorities, while planning to respond to requests for support from local counterparts;
  • Work with M&E staff to design, implement a plan to track data/results related to humanitarian emergencies to inform adjustments in project implementation
  • Collaborate with local stakeholders and implementing partners, especially UN agencies, the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as report project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches for humanitarian emergencies
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Supervise technical staff
  • Maintain excellent relationships with USAID/BHA and in-country stakeholders and develop rapid responses
  • Develop tools for operationalizing guidance on multi-sectoral integration and mainstreaming for pandemic responses
  • Coordinate Human Public Health and Livestock actors in settings of disease of zoonotic origin
  • Produce integrated multi-sectoral operational guidance on an approach for rapid scale up and augmentation in order to respond to a surge of cases for humanitarian response.
  • Recommend and participate in systematic updating and dissemination of response plans in high risk countries and guidance on linkages to the humanitarian system in the event an ID outbreak is or becomes a humanitarian emergency

Required Qualifications:

  • Advanced degree in medicine, nursing, pharmacy, or laboratory, and Masters in relevant field (MPH, Epidemiology, Infectious Diseases, veterinary sciences, etc.)
  • At least 7+ years’ experience implementing and/or providing technical assistance in infectious diseases, epidemics, and/or humanitarian emergency settings
  • Sub-Saharan Africa Region experience
  • Demonstrated experience with a mix of practical technical skills in humanitarian emergencies necessary for strengthening service delivery at the regional, national, clinical and community-level
  • Demonstrated experience training clinical and community-based healthcare workers
  • Demonstrated experience providing capacity building assistance at individual and organizational levels
  • Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training and learning; performance and quality improvement; monitoring and evaluation
  • Demonstrated in-depth understanding of humanitarian emergency healthcare systems, particularly the public health system, experience living and working in humanitarian emergency settings preferred
  • Proven track record managing a technical team composed of several experts
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent verbal, written interpersonal and presentation skills in English as well as French, Spanish and/or Portuguese.
  • Proficiency in Microsoft Office
  • Ability to travel internationally often at short notice.
  • Have the ability to travel freely within Africa, Asia and US.
