Purpose of Proposal

The anticipated USAID Bangladesh Monitoring, Evaluation, and Learning (BMEL) Activity will serve as a MEL platform providing USAID/Bangladesh with high-quality, demand-driven MEL technical assistance and analytical services and support for collaboration, learning, and adaptation (CLA) delivered to USAID/Bangladesh staff, implementing partners, and country stakeholders that advance U.S. foreign policy goals and USAID’s strategic objectives in Bangladesh.

Summary of Position

Under the direction of the DCOP/MEL Advisor, the MEL Advisor – Economic Growth/PSE will support the BMEL Activity and provide dedicated services to all task orders within the economic growth/PSE sector as needed, and manage task order teams.

Roles and Responsibilities:

  • Support USAID in ensuring effective monitoring systems, tools, and practices in the relevant sector to determine progress, challenges, and achievements against internal and external targets and quality standards.
  • In collaboration with the DCOP, manage sector evaluations, baseline and end-line assessments, the development of MEL data tools for high-level aggregation and reporting of outcomes to demonstrate program effectiveness and impact.
  • Support the design of MEL frameworks for new sector activities, reviewing AMELPs to ensure compliance with USAID performance management policies, guidance, and procedures and alignment with activity and CDCS objectives.
  • Collaborate with the Learning & Capacity Development Specialist and other MEL colleagues to organize learning events and disseminate evidence and key learning that will contribute to knowledge management and improvement of future practices.
  • Design both within the relevant sector and across sectors to support integrated programming and learning. Reports to DCOP and support the COP in providing PSE services as needed.

Qualifications:

  • MA degree in relevant field and minimum of 8-10 years of experience in economic growth and, or private sector engagement programming; experience with USAID-funded sector programming preferred.
  • At least five years of experience in MEL and using MEL activities and adaptive management approaches to inform and improve project implementation.
  • Experience with USAID’s CLA approach is strongly preferred.
  • Excellent communication skills.
  • Fluency in spoken and written English and Bangla is required.
