ABOUT THE MISSION

The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North, and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and as of March 22ndabout 3 500 000 Ukrainians have taken refuge in neighboring countries and about 6 500 000 are internally displaced, mostly in the West part of the country.

IDPs have often lost their source of income and rely on relatives, host community and solidarity to find food and basic items. Housing is as well now scarce in the area; prices subsequently increased and the improvised transit centers, which are supposed to host IDPs for a few days before they manage to find accommodation, are already at the limit of their capacities.

Part of these people, coming from affected areas, are transiting & settling in Odesa region. To support them, SI has started cash assistance and is working with collective shelters to provide food kits, hygiene kits, and NFIs to the most vulnerable people.

SI also operates in Mykolaiv oblast. We have been supporting people, who were living in hard-to-reach areas, which were constantly shelled, and who could not leave their village or had decided to stay. Food and hygiene kits were distributed as well as pumps and generators to access water. Since those parts of Mykolaiv oblast have been newly accessible, cash assistance registration has started there. On top of it, SI has been providing water daily via water trucks to the population in Mykolaiv city since June and conducted wash rehabilitation.

A couple of months ago, SI team has been able to start activities in Kherson city by sending one water truck per day, which scaled up to two, and conducted assessments to initiate food and NFI distributions as well as cash assistance, which should be launched in the coming weeks.

ABOUT THE JOB

General Objectives

Under the Supervision of the DFC Prog, the MEAL manager will help develop the MEAL tools to be implemented in the base and ensure the implementation of MEAL activities SI committed to do in its grants. The MEAL manager will ensure the relevance, quality and timeliness of the activities implemented, in line with donor requirements. The MEAL manager will build capacities of local staff recruited in the MEAL team.

MAIN TASKS

MEA framing tools

Develop M&E plans, ITT and work plans per base.
If time allows, develop basic SOPs for FCRM

MEA activities implementation

Proceed to kick off of M&E activities with base MEAL and program teams
Develops methodologies for data collection
Supports the creation of questionnaires and forms
Support coding of questionnaire on Kobo and management of Kobo server
Ensure that enumerators are properly trained
Supports data analysis and calculation of indicators
Supports and reviews MEA reporting
Oversees budget lines allocated to MEAL activities and ensures they are included in project proposal

Reporting / communication / representation

Assist to coordination and base MEAL related meetings and organize them when relevant
Reports indicators and M&E activities internally and externally

Team management

Manages the MEAL AM and Officers and build his/her capacities.

YOUR PROFILE

Education: Generalist program background, social sciences, statistics, economics Political science, or related field

Experience:

At least 1 year of experience as a manager or similar position for an international NGO
Previous experience with SI would be a plus
Previous experience in an unstable environment (conflict / post conflict country)
Experience in intervening in emergency context and managing multisectoral response
Experience in team management
Experience in coordinating with other multi-type actors (INGO, consortium, partnership with local actors’ liaison with strong local authorities)
Previous experience in Ukraine would be an asset

Technical skills and knowledge:

Training and capacity-building skills
MS office.
Kobo Collect, XLS
Data analysis and information management
Good analytical skills, ability to adapt
Good communication and diplomatic skills
Good organizational skills
Capacity to work under pressure in a tense security environment.

Languages: English, knowledge of Ukrainian / Russian would be a strong asset.

Other desirable qualities: Leadership and management / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player.

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 1 800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 700 euros allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are r efunded.
