Context
Trias is an international NGO active in 16 countries in Asia, Latin America and Africa. We support approximately four million family farmers and small entrepreneurs. We do this by strengthening dozens of farmers’ organizations and business associations. Under the supervision of Trias, these member organizations provide professional business training, affordable microcredit, profitable markets and active advocacy. More information can be found at www.trias.ngo. The regional office of Trias Southeast Asia is located in Manila, the Philippines and employs currently 12 staff members. Trias Southeast Asia currently partners with 8 local organisations in the Philippines and 3 in Indonesia, with funding from the Belgian Government and IFAD/EU.

What does the job entail?
The Partnerships and Communications Officer aims to contribute to the expansion of the Trias programme in the Philippines and Indonesia, through networking and partnership building. The diversification of financial resources is considered a priority. The Partnerships and Communications Officer is in charge of the implementation of the region´s resource mobilization strategy, including networking, proposal development, and external communication with donors and strategic partners.
The Partnerships and Communications Officer works in a multi-disciplinary regional team, reports to the Monitoring, Learning, & Evaluation (MLE) Manager and closely collaborates with the resource mobilisation team in the Brussels Office. S/he works from the Regional Office, located at Quezon City, Philippines.
Main functions
- Increase and diversify funding sources.
- Develop and implement a resource mobilisation strategy for Trias Southeast Asia (Philippines and Indonesia) to enable regional growth.
- Proactively identify funding trends, funding opportunities and target donors whose criteria match Trias strategic choices and activities.
- Lead the formulation of high quality concept notes and proposals, in close collaboration with the Southeast Asia team. Formulation missions within the region can be required. The region has a current target of developing at least 7 proposals yearly.
- Contribute to the development of reports in accordance with donor criteria and deadlines.
- Contribute to programmatic and financial management discussions in order to increase the effectiveness of our intervention in projects and programmes.
- Strengthen and expand interinstitutional alliances and synergies with public and private, national and international donors and actors
- Contribute to a dynamic and successful relationship between Trias and strategic partners in the region, generating new opportunities for resource mobilisation and visibility.
- Manage the networking strategy with public and private donors, multilateral organisations, development agencies, NGOs etc.
- Represent Trias’ interests in international cooperation in relevant meetings and events.
- Support the Regional Director with tasks related to the above.
- Engage donors and strategic partners through an effective communications strategy
- Update the communications strategy and supervise its implementation, with the aim of improving outreach to target groups.
- Contribute to the visibility and positioning of Trias’ work through different communication channels (including social media).
- Ensure the quality of external communications.
- Motivate and build with the Trias team the collection, systematisation and sharing of working practices through success stories, significant changes, or others, on a regular basis.
Job requirements (experience and competencies)
- You have a university degree in international relations, foreign trade, international business, business administration and/or related careers. An extra degree in communications is considered a plus.
- You have at least 5 years’ experience with resource mobilisation and development of partnerships, preferably within an international organisation
- Having a professional network in multilateral, public and private organisations in the field of international cooperation in the Philippines and Indonesia is considered an asset.
- You have a good command of graphic design software (for example Canva) and good command of Google workplace (word processing, spreadsheets, presentations and others).
- You have an affinity with the international cooperation sector and the ability to collaborate with various teams.
- You are proactive, have a hands-on mentality and can work independently.
- Proficiency in spoken and written Tagalog and English (a must).
- You are a good writer who can conceptualize ideas and turn them into attractive proposals/communication messages.
- You are a good networker and easily builds professional connections.
- You are a team player.
