Position Summary

The US President’s Malaria Initiative (PMI), which is housed within the Bureau for Global Health, seeks an individual with expertise in providing surveillance, monitoring, evaluation and analytic support to contribute to the Initiative’s work on malaria control and elimination. PMI is the US Government’s (USG) flagship global malaria initiative and is led by USAID and co-implemented with the Centers for Disease Control and Prevention (CDC). Oversight of PMI is carried out under the leadership of the U.S. Global Malaria Coordinator.

As described in End Malaria Faster: U.S. President’s Malaria Initiative Strategy 2021-2026, the goals of PMI are to reduce malaria mortality, reduce malaria morbidity, and accelerate progress toward national or subnational elimination in PMI partner countries. PMI’s strategic approach includes reaching the unreached, strengthening community health systems, keeping malaria services resilient, investing locally, and innovating and leading. PMI supports the implementation of evidence-based interventions at-scale, including malaria diagnosis with microscopy and malaria diagnostic tests; malaria treatment with artemisinin-based combination therapy; vector control with insecticide-treated mosquito nets and indoor residual spraying; chemoprevention, such as intermittent preventive treatment of malaria in pregnancy and seasonal malaria chemoprevention; surveillance; supply chain strengthening; and social and behavior change. The Initiative is results-based, focused, and exhibits a high level of financial and programmatic accountability.

The Senior Surveillance, Monitoring & Evaluation Advisor will primarily support the Malaria Division within the Bureau for Global Health’s Office of Infectious Disease (GH/ID/MAL) as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will provide expertise in surveillance, monitoring and evaluation (SM&E) to country teams, Missions, and implementing partners; ensure technical rigor at the implementation level; and collaborate with other donors and normative bodies to review evidence and develop policies and technical guidance for SM&E. The selected candidate should have demonstrated experience in malaria control and elimination surveillance, routine monitoring, and survey implementation and be comfortable working with different sources of data, high volumes of data, and data organization.

Responsibilities

Specifically, the Senior Malaria Surveillance, Monitoring and Evaluation Advisor will be a member of PMI’s Surveillance and Informatics Technical Team and will be charged with the following:

  • Serve as the primary point of contact for surveillance and data needs for the PMI Elimination Technical Team and possibly other PMI technical intervention teams
  • Provide technical and programmatic backstopping support to one or more PMI partner country and participate as an integral member of one or more interagency country support team
  • Provide senior level strategic guidance and expertise, including assisting with the preparation and/or review of strategies, guidance documents, and malaria operational plans to address needs at the country and/or global level
  • Identify data needs and analyses and coordinate with the Surveillance and Informatics Team Data Analyst on overall program data analyses and visualization activities
  • Provide input for the development, management, and improvement of databases and data systems
  • Review and synthesize information about PMI-supported activities and outcomes to identify operational priorities and make recommendations
  • Oversee the logistical aspects of implementation, including the creation of data collection tools/platforms, provide guidance on analytic plans and report development, and ensure data quality and consistency
  • Collaborate and coordinate regularly with PMI technical teams, relevant USAID offices and Missions, implementing partners, other USG agencies, and international partners
  • Represent PMI in meetings, briefings, and/or presentations on surveillance, monitoring, and evaluation, as needed
  • Contribute public health and surveillance, monitoring, and evaluation expertise and participate in working groups and task forces, as needed
  • Coordinate the development and implementation of monitoring and evaluation or reporting plans for PMI and develop and update program indicators
  • Provide technical advice to ensure that country programs are consistent with current practice, international standards, and recommendations
  • Contribute to routine work, including providing technical updates, briefers, and other documents that describe PMI’s activities, research, and progress; preparing portfolio reviews and reports; reviewing documents such as annual reports and operational plans; and preparing responses to questions and other ad hoc requests for information and reporting.

Qualifications

  • Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience.
  • Significant experience in international development project management and infectious diseases (in particular, malaria) is a plus.
  • Knowledge and specialized experience related to surveillance, monitoring, and evaluation, infectious disease control programs, or related discipline.
  • Knowledge of public health development programs, procedures, systems, and regulations, strongly preferred.
  • Ability to work effectively with a broad range of USG personnel and international partners, and in a team environment.
  • Flexibility and openness in responding to changing work priorities and environment
  • Strong oral and written communications skills and proven ability to communicate quickly, clearly and concisely. Excellent writing skills in English required
  • Proven ability to effectively communicate in French preferred
  • Willingness and ability to travel domestically and internationally up to 15% of the time
  • US citizenship or US permanent residency and ability to obtain at a minimum a facility access clearance

Full salary range for this position is: $129,740 – $195,000 per year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
