1.Background on Terre des Hommes Netherlands
Terre des Hommes Netherlands (TdH NL) aims to protect children by preventing and stopping child exploitation and by empowering children to make their voices count. TdH NL focuses on sexual exploitation of children, the worst forms of child labour, online and offline exploitation of children and child protection in humanitarian crises. For each of these forms of child exploitation, TdH NL is developing and implementing projects and programmes through local partners, mainly in Asia and East Africa. In Asia, TdH NL works in Cambodia, the Philippines, Thailand, Bangladesh, India, and Nepal.TdH NL’s vision is that children can flourish in a world free of all forms of exploitation. Our mission is to protect children by preventing and stopping child exploitation. And by empowering children to make their voices count.
2. Consultancy Purpose
As part of our ongoing initiatives, we are seeking to establish a roster of experienced grant writing consultants who can be engaged on a need basis to assist in preparing high-quality grant proposals. The purpose of this ToR is to outline the expectations, responsibilities, and selection process for grant writing consultants.
The main objective of this engagement is to secure funding for TDH Netherlands’ projects and programs by effectively communicating the organization’s mission, goals, and impact through well-crafted grant proposals. The grant writing consultant will play a crucial role in ensuring that our proposals are compelling, accurate, and align with the guidelines and requirements of various funding agencies.
3. Responsibilities : The selected grant writing consultant will be responsible for the following:
- Collaborating with TDH Netherlands’ Proposal Development Team (PDT) to understand project details, objectives, and outcomes.
- Writing and editing grant proposals, ensuring they are coherent, persuasive, and aligned with the donor’s priorities.
- Adhering to provided guidelines, formats, and templates for proposal submission.
- Conducting thorough reviews and revisions to ensure accuracy, consistency, and compliance with donor requirements.
- Incorporating feedback and suggestions from TDH Netherlands’ team into the proposal drafts.
- Meeting deadlines for proposal submission and communicating any challenges or delays promptly.
- Maintaining confidentiality of sensitive information and proprietary data.
4. Deliverables:
- Grant Proposal:
- Well-crafted, persuasive grant proposals that clearly communicate the project’s objectives, activities, outcomes, and impact to potential donors.
- Complete adherence to the donor’s guidelines, formatting requirements, and submission instructions.
- All necessary sections of the proposal, such as executive summary, problem statement, objectives, methodology, budget, work plan, sustainability plan, and monitoring and evaluation framework are well articulated and completed.
- Proposal Attachments: Ensure all required annexes or attachments, such as letters of support, organisational profiles, CVs of key personnel, and other supporting documentation as specified by the donor are collected in coordination with relevant PDT members and completed.
- Proposal Budget:
- Detailed and accurate budget narratives and financial projections that align with the proposed project activities.
- Budget justifications that explain the rationale behind cost estimates and allocations.
- Research and Data Compilation:
- Comprehensive research on the donor’s priorities, funding guidelines, and requirements.
- Collection and incorporation of relevant statistics, data, and evidence to strengthen the proposal’s credibility and impact with support of thematic leads, country offices as appropriate.
- Editing and Review:
- Incorporation of feedback from TDH Netherlands’ Proposal Development teams, leadership, and other stakeholders into proposal drafts.
- Thorough editing and proofreading to ensure clarity, coherence, and grammatical accuracy.
- Communication and Collaboration:
- Regular communication with TDH Netherlands’ PDT team to gather project details, updates, and any additional information required for the proposal.
- Collaboration with subject matter experts to ensure technical accuracy and alignment with the project’s goals.
- Submission:
- Timely submission of the final proposal and all required documents through the specified channels and platforms.
- Confidentiality:
- Maintenance of strict confidentiality regarding all sensitive information, proprietary data, and discussions related to the proposal development process.
5. Time period and Geographical area:
Time – Rolling basis, as per the need of the organisation
Geographical location – Remote or TdH-NL Asia Country offices

7. Intellectual Property
All information pertaining to this assignment belonging to the client and and created for the assignment (documentary, audio, digital, cyber, project documents,etc) which the service provider may come into contact with in the performance of his/her duties under this consultancy shall remain the property of TdH-NL who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of TdH-NL.All materials and resources developed by the consultant will become the property of Terre des Hommes- Netherlands
8. TdH NL Integrity Framework
The consultant shall sign and abide by the TdH NL Integrity Framework including Safeguarding Policy, Conflict of Interest Policy, Global Code of Conduct, its related procedures and will be required to disclose any prior convictions and undergo or present an up to date and valid criminal background check.
9. Payment Amount and Procedure
Payment shall be made according to the following schedule and based on the submission of the agreed deliverables:

After satisfactory internal quality check and successful submission of the proposal to the donor: 100%
10. Profile of the Consultant:
The grant writing consultant should possess the following qualifications and experience:
- Proven track record in writing successful grant proposals for international development, humanitarian, or child-focused organizations.
- Strong understanding of project design, sustainability plan,monitoring and evaluation concepts, and the ability to translate these into compelling narratives.
- Prior experience for writing winning proposal from Major Institutional Donors
- Excellent research skills to identify relevant funding opportunities and gather supporting data.
- Exceptional written and verbal communication skills in English.
- Familiarity with the specific thematic areas and geographical regions relevant to TDH Netherlands’ work is an advantage.
- Ability to work independently, manage time effectively, and handle multiple tasks simultaneously.
- Experience working with NGOs or similar organizations will be preferred.
12. Supervision / Management of the Assignment
The consultant will be supervised by the TdHNL Regional Business Development Manager-Asia.

- A cover letter, which includes information about the applying consultant(s), outlining their interest and motivation for applying for the consultancy.
- Interested individuals should submit up-to-date CV highlighting their relevant experience, a portfolio of past grant proposals, and three references from previous organisations that have used the consultant’s services, or three former employer references. Up to three examples of similar reports and/or previous work.
