The post holder will be responsible for developing and implementing Safeguarding tools and guidance for partners so that they can meet and exceed the standards set out in CARE’s Safeguarding Policy. The post holder will be responsible for ensuring that resources to support CARE’s commitments regarding safeguarding and partnerships are developed and maintained. The post holder will be responsible for developing support strategies for current partners, new and potential partners, and shall advise partners dealing with complex safeguarding issues, and those partners that have come to the attention of CARE’s safeguarding team. The post holder shall work with International Programs (IPO) and safeguarding colleagues to deliver their objectives.
Responsibilities:
- Development of strategy, tools and materials for Partner capacity building in safeguarding. Develop a strategy for supporting CARE’s current and future partners to meet the standards of CARE’s safeguarding policy. Ensuring that programs are safe, that the most vulnerable are protected, and that people participating in our programs do not encounter harm in doing so. Re-purpose and develop new tools and materials for partners to access (on- line and through other means) so that they can move to action on safer programming, awareness raising and prevention work, and develop key processes for responding to safeguarding complaints as quickly as possible. Work in partnership with the Senior Adviser Safer Programs and Regional Safeguarding Advisers to ensure that the materials meet the needs of different regions, adapting and translating these where necessary so that materials are relevant and accessible in each context. Work with the international programs team on including guidance in a broader piece of work on localization and partnerships.
- Face to face training and awareness raising. Work with regions and country offices to carry out face to face training and awareness raising with partners on safer programming and safeguarding prevention and response. Including training of partner leadership teams so they fully understand their roles and responsibilities in relation to safeguarding standards required by CARE, and advising how the can ensure program safety and do no harm in their operations. Carry out train the trainer safeguarding courses with partner organizations to ensure that learning is cascaded through their organization. Identify local partners that are doing well in this area, and find ways of raising the profile of their work allowing them to showcase their success as part of a community of practice.
- Additional Support. Ensuring that partners that are identified as having high support needs as the result of a serious safeguarding incidents receive timely advice and support, in managing and investigating such issues, and that learning from this is embedded in their operations.
Qualifications:
- Degree or equivalent level of work experience.
- Certified in workplace investigations.
- Qualification in instructional design or training, or equivalent level of work experience.
- 5+ years in working in Safeguarding in an International NGO.
- Experience of managing safeguarding prevention and response processes (including investigations).
- Proven experience of working with local partners.
- Fluent in English with excellent written English.
- Instructional design/ learning design experience including on-line learning.
- Excellent facilitation skills.
- Willing and able to travel globally sometimes to high risk areas.
