Overview:

IBTCI is seeking a Proposal Reviewer for the Crisis Conflict and Governance practice. This consultancy position is tailored to proposal writing for current CCG projects, which consist of Third-Party Monitoring efforts in non-permissive environments.

The level of effort (LOE) anticipated for this assignment is an initial five (5) days, which may be extended by mutual agreement by both parties.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Write proposal content, including technical sections, management, and staffing sections, resumes, and executive summaries.
  • Review and edit sections drafted by other contributors.
  • Synthesize raw content from various sources into a cohesive and comprehensive passage.
  • Ensure final submission is compliant with donor regulations and instructions in the solicitation.
  • Work with IBTCI staff to formulate content for technical and/or non-technical sections;
  • Provide the first and second draft(s) for an anticipated technical approach section/volume;
  • Provide technical insight and input across all elements that inform the technical approach, including appropriate levels of effort and staffing structure(s), work-planning, execution of activities, partnering, and overall responsiveness to the solicitation’s statement of work;
  • Other duties as mutually agreed to.

Qualifications

Minimum Requirements:

  • A minimum of 5-7 years of experience as a lead writer on technical proposals for USG procurements, experience with USAID preferred;
  • Strong analytical skills and ability to understand and write about complex topics;
  • Strong attention to detail, including grammar, punctuation, and syntax;
  • Experience preparing proposals in areas of information technology;
  • Proven technical writing skills and track record of creating compelling, clear, and succinct documents;
  • Exceptional organizational skills and an ability to manage competing priorities under tight deadlines;
  • Proficiency in Microsoft Word and Google drive.
  • Oral and written fluency in English required, fluency in another language preferred.

Education: Bachelor’s degree in relevant topical area and/or English, Communications, or a technical discipline required. Master’s degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated experience in designing and implementing Third Party Monitoring Systems
  • Demonstrated experience in stabilization and humanitarian assistance in crisis and conflict countries.
  • Experience in managing and supervising a team of Project Directors who are responsible for managing projects of scale (over $10 million dollars).
  • Management of a variety of contractual mechanisms.
  • Management of multiple projects in a variety of settings simultaneously.
  • Experience designing, implementing and managing Monitoring, Evaluation, Research and Learning projects for international development clients.
  • In-depth expertise in at least one of the MERL-related activities such as performance measurement, performance monitoring, evaluation study design, sampling, qualitative and quantitative analysis, instrument design, field survey management and authoring reports.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile or conflict prone zones.
