Terms of Reference (TOR) for Early recovery and resilience technical support

1. Who is the Danish Refugee Council?

Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

DRC operates across 10 countries in the East Africa and Great Lakes (EAGL) region, with regional support based in Nairobi, Kenya and Kampala, Uganda. The regional office supports country offices with programming and operations expertise as well as support service functions.

2. Purpose of the consultancy

DRC’s regional office based in Kenya seeks proposals from a consultant to provide support in the form of high-quality technical early recovery and resilience building capacity, with specific focus on the Horn of Africa. The work is expected to focus on building a programmatic approach that includes actions focused on early recovery and solutions, and activities that contribute to the adaptive, absorptive and transformative resilience capacities of actors, communities and systems. This will focus on both adapting and transitioning the current portfolio and taking on new, relevant work within the broader approach

The consultancy must take as its point of departure the assumption that further drought-flood-recovery cycles in the same communities are already anticipated in the coming 5-10 years, and ensure the approach contributes to forward planning and long-term resilience mechanisms, as well as immediate and medium-term practical activities. The work must also understand the wider international aid system within which the on-going drought response actions are taking place, supporting DRC to contribute meaningfully to the wider discourse on drought-flood-recovery-resilience cycles and how the systems could/should change to meet this challenge.

3. Background

DRC in the Horn of Africa has on-going drought and flood response, including first line famine prevention response, activities in Djibouti, Ethiopia, Kenya and Somalia. The portfolio comprises both single country interventions and regional projects. As the forecasts predict a strong rainy season in late 2023, the focus of programmatic interventions and technical support will pivot away from emergency response to early recovery and long-term resilience building actions. Elsewhere in DRC, work has been done to document previous experiences from programmatic pivots away from emergency response work to recovery, resilience building and development interventions in a range of contexts. Bringing relevant lessons learnt and best practice from these efforts into the Horn of Africa approach will be an important part of the process.

DRC is therefore looking to engage a consultant to offer technical advisory and support ahead of the coming rains and into 2024 to ensure current programming is able to shift quickly, efficiently and effectively to early recovery and resilience work to a high level of quality. The proposed, innovative approach and lessons learnt will also serve to further position DRC as a thought leader in the field of early recovery and resilience and advocate for a shit in funding and wider response strategies.

4. Objective of the consultancy

The purpose of this consultancy is to provide short term technical support to DRC EAGL regional office in the form of early recovery and resilience building expertise.

The consultant will be required to:

  • Support four Country Offices in conceptualizing and developing a programming approach to shifting away from emergency response and into early recovery and resilience building work
  • Provide specific technical support to in-country staff working on drought and flood response actions (emergency coordinators, technical leads, SMT)
  • Work with MEAL colleagues to ensure an appropriate and effective system which tracks the delivery and impact of the shift from humanitarian response to early recovery and resilience design interventions on the ground
  • Lead in identifying and documenting lessons learnt and best practice, including linking up to other relevant initiatives within DRC at country, regional and HQ levels. In collaboration with DRC’s Advocacy and Communications unit, ensure that lessons learnt and recommendations are turned into external-facing documents in collaboration with DRC’s Advocacy and Communications team, develop infographics and other information products to present the approach to a non-technical audience, including through DRC’s website and social media
  • In collaboration with the Regional Advocacy Coordinator, develop an advocacy and engagement plan focusing on climatic emergencies and resilience, including key messages for targeted audiences, stakeholder mapping, action plan and supporting materials. This could include presenting key findings and recommendations to donors, relevant working groups and round tables
  • Ensure the integration of key cross-cutting issues into the approach, in line with DRC’s global strategy and priorities
  • In coordination with COs and other relevant staff – support the development of new business opportunities for an adequate and appropriate response to early recovery needs

Scope of work and Methodology

The consultant will implement the scope of work being developed by the Regional Head of Programmes that outlines the key responsibilities and deliverables over the course of approximately 140 days spread over a 7-month period.

The total expected duration to complete the assignment will be no more 140 days.

The consultant shall be prepared to complete the assignment no later than 31.03.2024

7. Eligibility, qualification, and experience required

Essential:

  • Demonstrated experience working with INGOs or UN agencies. Minimum of 5 years of working with INGOs at a senior level
  • Minimum of 5 years working in relevant technical areas including resilience programming, early recovery and early solutions, climate change adaptation, food security and nutrition
  • Experience in conducting programmatic evaluations of humanitarian and/or development interventions, ideally in East Africa
  • Ability to work rapidly with staff in the field to identify trends, needs and operational capacity, and provide analysis to shape actions
  • Capacity to work in a multi-sector team, in complex environments, with knowledge of good security practices
  • Familiarity with requirements of key humanitarian donors and capacity to work in a multi-donor environment, including DANIDA, SIDA, EU/ECHO, UNHCR, BHA/BPRM, FCDO, CHF among others.
  • High accuracy and attention to detail
  • Excellent written and well-developed oral communication skills

Desirable:

  • Experience of working in ‘hard to reach’ areas in East Africa, experience in Somalia is an advantage
  • Resilience/adaptability and flexibility to operate effectively under strict deadlines
  • Well planned and organized and has a capacity for taking the initiative and decision making with competent analytical and problem-solving skills.
  • Knowledge of DRC policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
  • Ability to work independently and as a team player with demonstrated leadership and participation in teams
  • Qualification: Degree from a recognized University in Social Science, International or Development studies or related areas
  • Experience:

    • A minimum of 5 years of proven experience working with INGOs or UN agencies
  • Language requirements:

    • Written and spoken fluency in English
    • Working knowledge of Somali is an advantage

8. Technical supervision

The selected consultant will work under the supervision of:

  • Regional Head of Programmes

9.Location and support

The assignment can be carried out remotely (with some travel to the region) or at the East Africa and Great Lakes regional office, Nairobi. The consultant will provide her/his own computer and mobile telephone.

10. Travel

Up to 25% travel is anticipated but this is subject to a rapidly changing context and needs

  • Interested bidders must submit as a minimum:
  • Document 1: Updated CV(s) of consultant or consultant team – if bidding as a company, a company profile should also be included
  • Document 2: A brief document (2 pages max) outlining a basic strategy and technical approach to the TOR, team composition and timeline, clearly indicating the level of effort required
  • Document 3: A brief document (2 pages max) showing portfolio of previous relevant assignments or work. Where possible, this should include links to published work and/or references from the organizations that contracted the work.
  • Document 4: A separate financing proposal in USD with a breakdown of budget covering consultancy fees and all related expenses to implement the activities of the consultancy, including travel and transportation, accommodation and all logistical requirements. Fees should account for 20% withholding tax for non-residents/firms and 5% withholding tax for Kenya residents/firms
  • The deadline for proposals is October 10th ,2023 at 5:00PM EAT
  • Proposals must be submitted as word/PDF/excel files, ideally packaged in a zip file

  • The consultancy is expected to be conducted from October 2023 to March 2024 inclusive

12. Evaluation of bids

All bidders will be scored on a scale from 1 – 10 for each of the below criteria and will be assessed for profile and qualifications (document 1), technical approach (document 2), and similar experience (document 3). Bids will be scored according to the criteria below for the initial screening.

a. The candidate meets the profile and qualifications for the TOR

b. The consultant(s) have similar or other relevant experience in development of studies in a similar field and can provide examples of previous work carried out in this field of work

c. The consultant(s) have relevant experience in sectors similar to those of the focus of the TOR

2. Technical approach

a. The technical approach addresses the key aspects and deliverables of the ToR

b. The strategy draws on sector good practice and is relevant to the tasks

c. The technical approach will deliver the required outputs, within the deadlines

d. The candidates interview and presentation of approach is strong, well thought out and relevant

3. The financial offer will then be weighed against the technical proposal (cost/ quality)

DRC will conduct reference checks from at least 2 previous works as an additional mandatory requirement.
