Job Purpose
The purpose of the job of a “Livelihood Officer” is to support and empower individuals with different abilities and EQ-affected individuals improve their livelihoods and economic prospects.
Key Activities/Tasks/Duties
- Coordinating and facilitating vocational training programs for individuals with different abilities and individuals affected by the earthquake in the targeted areas and camps in coordination with the project management.
- Ensure that training curricula are compatible with labor market needs and enhance participants’ employability.
- Supervising the delivery of training courses and monitoring the progress of participants.
- Conduct job assessments to identify specific training needs and requirements within target occupations in the local labor market.
- Analyze the availability of skilled personnel in each profession and evaluate the gap in trained personnel.
- Use evaluation results to design training programs accordingly.
- Work closely with program participants who have successfully completed vocational training to develop small grant proposals.
- Help participants prepare grant proposals that align with their business ideas and aspirations.
- Cooperate with a technical committee to evaluate grant proposals and select beneficiaries of small business grants.
- Overseeing the implementation of small business grants in the program.
- Ensure that grant beneficiaries have access to professional tools and support to start their businesses.
- Providing training and guidance to help beneficiaries establish and develop their projects successfully.
- Providing technical assistance and guidance to grant recipients in developing and managing their businesses.
- Regularly monitor the progress and performance of program participants
- Maintain accurate records of training attendance, accomplishments, and grant disbursements.
- Prepare and submit detailed reports on program activities, including success stories and challenges.

Required Qualifications (Education/Languages/Work Experience)

Essential:
- Bachelor’s degree in a relevant field such as business, economic, social sciences, or a related field.
- Previous experience in vocational training and livelihood development programs.
- Previous experience in grant management and livelihood support programs.

Desirable
- Ability to conduct labor market assessments and analyze data effectively.
- Experience in grant proposal development and evaluation is a plus.
- Strong business acumen and understanding of small business operations.
Required Competencies

Technical Competencies (TC):
- Ability to prepare work reports in English and Arabic
- An acceptable level of English speaking, reading and writing.
- Very good skills in Office and cloud storage programs.

Core Competencies (CC):
- Ability to work under pressure with high time management.
- Sensitivity and understanding of the needs of individuals with different abilities and EQ-affected individuals.
- Previous experience working in humanitarian organizations of at least 2 years in livelihood projects, especially vocational training.
- Excellent communication and mentoring skills.
- Ability to assess and address the needs of aspiring entrepreneurs.
