The selected candidate will have to contribute to ensure the proper formulation, management, monitoring, and evaluation of development cooperation initiatives financed by the Italian Cooperation under the responsibility of the AICS HQ in Hanoi, Vietnam, in the WASH and water resources management sector. The WASH Programme Officer should have a good theoretical and practical experience in the management of cooperation initiatives in the related field, as well as the ability to fit in a multi-sectoral team, contributing to the successful operation of the AICS Regional Headquarters in Hanoi.
The WASH Programme Officer will work under the general supervision of the Head of the AICS Office in Hanoi and the direct supervision of the Vietnam, Laos and Cambodia Programme Coordinator and in coordination with the WASH Team and all the staff of the Headquarters.
As examples and not limited to, activities include:
1. Assistance to the Programme Coordinator in the contributions to the programming of cooperation initiatives in the countries of competence of the AICS Hanoi Office and of the initiatives to be implemented in the framework of the Italy-ASEAN partnership;
2. Contribution to the WASH Team in the management and coordination of cooperation initiatives of the AICS Hanoi Office in all phases of the project cycle (identification, formulation, monitoring and control of the efficient use of financial resources);
5. Performing the role of Single Project Manager where required;
7. Support in AICS institutional representation activities towards Vietnamese institutions and donor coordination groups, including conferences and workshops of international bodies active in the country and thematic working groups in Vietnam.
ELIGIBILITY REQUIREMENTS
Personnel to be recruited must meet the following essential requirements at the time of expiration of the call for applications:
- be at least 18 years of age. The office will not, in any case, proceed to the conclusion of the contract of employment with the selected candidate whose age is higher than the statutory retirement age provided by the social security regulations to be applied in relation to the subjective situation of the candidate or is acquired before the expiry date of the contract;
- be physically fit for employment;
- have obtained the qualification required by the selection notice;
- have acquired the professional experience required by the selection notice in the relevant sector;
- excellent knowledge of the English language (level C1 of the Common European Framework of Reference for Languages – CEFR) and of the Italian language (level C2 of the Common European Framework of Reference for Languages – CEFR). The minimum language level required refers to comprehension (listening and reading), oral production and written production;
- knowledge and habitual and effective use of the main IT tools, in particular MS Office (Word, Excel, Power Point).
