Philippine Red Cross

Provide technical advice on Research and Development of Anticipatory Action and accelerate PRC’s AA effort at the national, sub-national and local levels, and integrate and institutionalize the approach into the PRC’s DRM system in close consultation with the Heads of DRCS and DPRR Units or the Disaster Management and Services of the PRC.]

Identify, design and conduct research in thematic areas (Triggers, Early Actions, Policy & Financing, Learning, etc.) that PRC shall focus to invest for Research & Development in Anticipatory Action

  • Research, analyse and process relevant disaster preparedness, risk reduction and response data and trends to inform the guidelines, processes and activities of the Disaster Preparedness, Risk Reduction and Disaster Response Program.
  • Support in the implementation, scaling up and institutionalization of the Anticipatory Action with respective work units within disaster management services and Partner National Societies in the Philippine Red Cross

Development and Update of the Early Action Protocols of the Philippine Red Cross

  • Support in formulation, activation, review and updating of Early Action Protocols (EAPs), and timely implementation and liaising of the EAPs with all relevant international and eternal actors.
  • Develop context-specific capacity building strategies, guidelines, methodologies, and IEC material messages relevant to the needs of end users specifically for Anticipatory Action

Monitoring and Evaluation

  • Support conducting impact analysis studies on Anticipatory Action in collaboration with relevant PRC Teams and with Anticipatory Action Technical Working Group.
  • Support the collection, categorization, and dissemination of innovative anticipatory action good practices in disaster risk management

Communication, Coordination and Teamwork

  • Coordinate and collaborate with Anticipatory Action key actors/partners within and outside of the Philippine Red Cross (eg. WFP, FAO, UNOCHA, START Network, etc.).
  • Represent as a PRC’s AA technical focal point at the national, regional, and international levels.

QUALIFICATIONS:

  • Graduate with bachelor’s degree, preferably in sciences, environmental science, development studies, or similar areas.
  • A master’s degree is an advantage.
  • At least 5 years experience in DRR, DRM, climate change, and/or work in the development sector and at least one year experience in implementing Early Warning System Strengthening at the national level.
  • At least 2 years volunteer experience or employment with the Philippine Red Cross is an advantage.
  • Willing to work onsite in Philippine Red Cross Tower, Mandaluyong City and travel to the field extensively
  • Demonstrated skills in providing technical assistance, project implementation and good leadership.
