Position Title: Donor Relations Officer

Classification: Professional Staff, Grade UG

Type of Appointment: Special short-term ungraded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

The Donor Relations Division (DRD) aims to strengthen and diversify IOM’s collaboration with donors and partners, including the private sector. It provides guidance and tools to identify donor priorities and match them with ongoing and future IOM programmes. It uses a range of complementary approaches, including bilateral consultations with traditional and non-traditional donors and the private sector, field-based assessments and briefings for representatives of the international community, development of resource mobilization strategies, and coordination of IOM inputs to multilateral funding mechanisms.

Under the direct supervision of the Chief, Donor Relations Division, the Donor Relations Officer will contribute to implementing IOM’s partnership and resource mobilization activities aimed at expanding and strengthening donor support and cooperation.

Core Functions / Responsibilities:

  1. In support of the Donor Relations Division, carry out effective liaison functions with assigned donors with a view toward improved resource mobilization, accountability, transparency, and information sharing.
  2. Respond to donor-driven institutional assessments of the Organization aimed at gauging institutional strengths and weaknesses, including by coordinating Department/Division participation and tracking and following up on management responses to these assessments.
  3. Coordinate IOM responses to recurrent and ad hoc donor requests, including the collection, editing, and dissemination of institutional and thematic information.
  4. Organize virtual and in-person field visits for donor representatives, as needed.
  5. Liaise with IOM’s Regional and Country Offices to ensure that donor contributions are reviewed and finalized in a timely manner in coordination with relevant units at Headquarters (HQ) the donor queries are addressed with efficiency, effectiveness, and diplomacy
  6. Provide overall guidance on donor relations’ matters to the Regional and Country Offices and HQ units to support their outreach efforts toward donors, governments, and partners.
  7. Contribute to the elaboration of institutional fundraising tools and documents to support the expansion of IOM’s flexible funding (unearmarked) donor base
  8. Carry out high-quality and timely review of donor reports and flash appeals assigned when requested or during the absence of the Reporting Officer.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, Economics, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in donor relations in international organization;
  • Experience in liaising with governmental and diplomatic authorities;

Skills

  • In-depth knowledge of IOM project/programme activities and funding processes.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge in French and/or Spanish language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
