Project Overview

The goal of the USAID Uzbekistan Market Systems Transformed (UMST) Activity is to enhance sustainable and inclusive economic growth by strengthening businesses and the business-enabling environment in targeted sectors, while addressing the barriers faced by women, youth, and underrepresented groups. This Activity has the following specific objectives:

  • Objective 1: Reduced barriers to private sector growth in the ICT, tourism, and textiles sectors and green economy sub-sectors.
  • Objective 2: Increased private sector investment and access to finance in the ICT, tourism, and textiles sectors and green economy sub-sectors.

Purpose of Position

Palladium seeks a Monitoring, Collaborating, Learning, and Adapting (MCLA) Specialist who will track, aggregate, and develop reports on the Activity’s achievements and progress against set targets and anticipated risks; oversee the monitoring, evaluation, and learning (MEL) system; support the Component Leads in evaluating their progress; and contribute to Activity reporting and communication efforts.

Duration

The USAID UMST Activity is projected for 5 years (September 30, 2023 to September 29, 2028).

Location

This position is located in Tashkent, Uzbekistan.

Reporting and Supervision

This position will report to the MCLA Lead.

Responsibilities

  • Assist in implementing the Activity MEL Plan which includes knowledge management and learning plan.
  • Support technical teams in collecting, aggregating, and analyzing baseline data in the first several months of the Activity.
  • Maintain impeccable MEL files and substantiating information on data reported to USAID on the Activity’s shared drive that can be easily accessible by project team members and available for project auditors (i.e., accurate, updated, etc.).
  • Assist with production of quarterly, annual, and final reports for USAID.
  • Respond to requests for information on the Activity and on project performance as needed.
  • Enter required training-related data into the US Government’s TraiNet software.
  • Work closely with technical unit heads to track investment portfolio information and progress.
  • Oversee and/or carry out organizational development assessments of partner firms and track progress throughout the life of the project.
  • Prepare learning materials and notes.
  • Maintain knowledge and learning resources.

Key Competencies Required

  • Degree in relevant discipline (public policy, international development, economics, etc.).
  • At least 3 years of experience working for NGOs or international organizations in a monitoring, evaluation, and research role; strong experience with international development projects.
  • Experience with the US Government’s TraiNet software.
  • Strong qualitative and quantitative research skills.
  • Strong understanding of how to develop and implement robust MEL frameworks, especially across multiple countries.
  • Strong attention to detail.
  • Fluency in the English language and strong written and spoken communication skills.

Competencies Preferred

  • Experience with digital MEL.
