Job Summary:
CRS is seeking highly qualified Climate Change Adaptation (CCA) Technical Lead candidates for an anticipated 5-year USAID funded program aimed at improving urban climate and disaster resilience in Indonesia. This will be accomplished by supporting the Government of Indonesia (GOI), working directly with communities and the private sector, and helping key stakeholders. The program will pursue the following objectives: 1) Support GOI efforts to integrate disaster risk reduction and climate adaptation in sub-national core development plans and investments, 2) Mobilize financing to advance urban climate resilience, 3) Strengthen systems for collection and application of climate data, services, and decision support tools to improve planning processes in target cities, 4) Advance Urban Nature-Based Solutions to Promote Climate Resilience. The position will be based in Indonesia.
The CCA Technical Lead will provide high-quality strategic technical advice and guidance supporting timely and effective implementation of program activities, deliverables, and execution, monitoring, and reporting of the program interventions.
Roles and Key Responsibilities:
- Contribute to the design, advocate for, and ensure implementation of program strategies, standards, tools, and best practices in CCA that effectively engage partners, donors, and governments. Ensure a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction.
- Provide technical solutions for the anticipated program in strategic planning and how to best apply and adapt program design and implementation standards, best practices, partnership principles, tools, and M&E in CCA
- Oversee and lead the delivery of capacity strengthening initiatives in aspects of CCA for country staff and partners through helping develop learning and training strategies and agendas/curriculums; organizing and/or facilitating trainings, workshops, and conferences; and mentoring and coaching staff in innovative CRS approaches and tools. Provide mentoring and coaching to TAs, and CP staff.
- Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance assessments for direct reports.
- Oversee and lead aspect(s) of the agency knowledge management and learning agenda in CCA through helping implement conditions for collective learning that ensure the capturing, documenting, and sharing of key successes, promising practices, lessons learned, and evidence-based implementation research, internally and externally, including publications in peer reviewed journals.
- Establish and maintain relationships with the GOI, donors, peer organizations, research, and other institutions. Participate in coordination platforms, thematic committees / technical groups, and policy meetings.
- Represent CRS in targeted country, regional, or global forums to develop opportunities and better ensure collaboration and shared learning in CCA to influence technical partner approaches, future funding opportunities, and policies. Network with relevant organizations to increase CRS’ profile in CCA, influence in the country, regional or global CCA community, and donor diversification.

- Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
- Very strong strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment
- Very strong written and oral communication skills
- Very strong presentation, facilitation, training, mentoring, and coaching skills
- Proactive, resourceful and results-oriented
Required Languages – Proficient in English, both spoken and written, with fluency in Bahasa Indonesia preferred.
Travel – Must be willing and able to travel up to 40 %.
QUALIFICATIONS
Basic Qualifications
- Master’s degree or other advanced degree in Natural Resource Management, environmental studies, biodiversity conservation, protected area management, meteorology, or other relevant discipline.
- Minimum of seven years of work experience working on climate change adaptation, disaster risk resilience, environment, and natural resource management sectors strongly preferred. Climate Change experience in Southeast Asia preferred.
- Experience in capacity building of national climate stakeholders, including the development and production of curricula, tools, and other products to support climate change adaptation and programming. Demonstrated experience in transferring knowledge to diverse audiences through training, mentoring, and other formal and informal methods.
- Experience with program monitoring and evaluation including development of indicators, data collection tools and methodologies, data analysis, and data presentation.

External: Donor, government agencies, partner INGOs and local NGOs, peer agencies, community representatives, and private sector actors.
