Bachelor’s or master’s degree in related field (business, international relations, or any related field).
Specific skills and experience:
Experience in HR management
Good Knowledge on SAGA and HOMERE software
Strong computer skills essential (Excel)
Experience in budget management, analysis and construction
0-2 years of experience in humanitarian sector with at least 1 year of experience in an equivalent position and size of team
Autonomous, organized, ability to prioritize and to work under pressure
Excellent communication and drafting skills for effective reporting in English
Ability to organize training and lead meetings.
ability to work under pressure to meet tight deadlines, with possible peaks of heavy workloads.
Acceptance towards being challenged by skilled national staff.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission
MISSION:
There are 3 implementing offices in Syria (2 in Northeast Syria/NES, 1 in Northwest Syria/NWS) with the coordination based in Amman. The total financial volume of the mission for 2022 is approximately 27 million/ The mission has now reached approximately 44 expatriates and 300 national employees (8 expatriates and almost 100 national employees in Ar-Raqqa base). The position will be based in Raqqa.
TYPE AND CONTENT OF PROGRAM:
Syria mission is dedicated to work in areas recently opened (in 2017 in Raqqa) and in challenging contexts to provide lifesaving activities to the population affected by the conflict. A turn from lifesaving activities to more post-emergency/development has also been undertaken.
In Ar-Raqqa Governorate, main current activities are related to:
Lifesaving
Wash – emergency package in IDPs settlements
Distribution of NFIs and MPCA
Early recovery and more sustainable activities:
individuals’ houses rehabilitations
Institutional rehabilitations and support: Water stations rehabilitations, capacity building of the Water Department, rehabilitation of schools, rehabilitation of irrigations systems and infrastructures
Support to agriculture (vegetable gardening, wheat production)
Market strengthening (restoring and supporting businesses through grants)
Additionally, SI has a contingency and capacity to respond to emergencies in all NES.
General objective:
Supervise HR team and activities
Supervise all recruitment stages
Contribute to the good comprehension of all staff to HR policies.
Promote and follow up on capacity building for all staff
Supervise Finance team and activities
Update financial tools (Allocation Board and Budget Follow-Up)
Participate to budget design for new proposals
Provide solutions and advice on budget management
The main challenges:
Important volume of work due to the number of staff and the current budgets
Quite new team to reinforce and organize
Importance of capacity building and difficulties to find accessible high standards
Priorities for the 2/3 first months:
Advance the discussion and implementation of the capacity building strategy, allocating the available budget for as many staff as possible while keeping high standards to challenge the high competencies already present on the base;
Participate to the design and implementation of the organizational strategy review
Participate to the implementation of HR and Finance strategy and reflect it well in the proposal season for 2024

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance). In addition, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
The candidate will be based in Raqqa. She/He will live in the SI guesthouse(s). In Raqqa, living conditions are comfortable. Despite security rules, expatriates in Raqqa can enjoy opportunities and places to socialize. The candidate will have his/her own room and well-equipped common areas.
Specific constraints related to security:
SI has access to all the areas of intervention. The security level in Raqqa and NES in general is moderately high, with specific rules and movement arrangements, however it allows a considerably good social life for expats within the security limitations.
