ILO would like to hire the services of an Occupational Safety and Health (OSH) and Environmental and Social Safeguards (ESS) expert who will train and raise the awareness of the municipality’s staff in Mafraq governorate as well as provide advisory services to ensure decent working conditions in the participated municipality.
He will monitor the occupational health and safety measures in addition to the social and environmental safeguards in the municipalities.
Assignment Duration
The assignment will last for 6 months, starting from 15 January 2024 till 15 July 2024.
Deliverables
- Deliverable No. 1: Develop user-friendly, yet comprehensive OSH and ESS material for the awareness seminars
- Deliverable No. 2: Conduct 3 awareness raising session for the municipality’s staff and the field team (one session per each month of implementation) in terms of: COVID-19 prevention measures and all OSH and ESS aspects
- Deliverable No. 3: Develop all required OSH and ESS check list for the project implementation
- Deliverable No. 4: Conduct 3 site visit/week/municipality to follow up with the municipalities’ adherence to the agreed upon OSH and ESS standards and regulations
- Deliverable No. 5: Monitor and guide the recruitment process, advertising, eligibility criteria, screening, evaluation and selection. In addition, submit a report for the entire recruitment process including full list of the selected workers, detailed
- Deliverable No. 6: Monitor and guide the workers social security subscription and work permits issuance
- Deliverable No. 7: Submit regular monthly report including all field observations,
- Deliverable No. 8: Submit Final report
Activities
- Conduct regular awareness seminars for the municipality staff and the field team
- Ensure that all OSH and ESS measures are in place
- Provide on-site coaching and training for the engineers, technicians and workers
- Ensure the Municipalities adherence to the Cash-for-Work SOP
- Ensure transparency in the recruitment process
- Ensure the municipalities adherence to the principle of “Do no harm” in recruitment and project implementation
- Ensure formal employment of Syrian workers through provision of work permits
- Ensure the registration of all workers with the Social Security Corporation scheme
- Ensure the municipalities compliance with the social security law regarding the age of workers
- Measures to accommodate needs & increase participation of persons with disabilities
- Ensure that the worker payment practice is set on timely manner
- Coordinate with the site engineers to address all field matters.
Required Profile
- Education qualification: University degree in relevant field
- Knowledge and at least ten years of experience of management or consulting in the
- following areas:
- Occupational safety and health management systems
- Risk assessments including investigation and prevention of Occupational diseases
- National OSH regulations and safety standards/international best practice
- Excellent experience and knowledge in applying social and environmental safeguards.
- Demonstrated experience in conducting OSH related inspections
- Accredited certificate in occupational safety and health from an accredited centre
- Comprehensive knowledge of the EIIP programme applied by the ILO.
- Resident in Irbid governorate
Desirable criteria:
Degree in Occupational Safety and Health or in a related scientific or technical field.
Payment Modality
The payment modality will be four payments, each payment to be paid at the end of each month subject to the completion of the following activities in each month:
- Conducting the requested field visits/municipality/week
- Submitting the requested monthly report (1 report/month)
- Submitting the monthly payroll sheet and review it thoroughly with the municipality(s) (once/month)
- Submitting the monthly SS and work permits for the workers
*Transportation to the sites is the consultant’s responsibility
