Position Title: Head, Peace and Development Coordination Unit (PDCU)

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Deputy Chief of Mission (DCoM), the successful candidate will be responsible and accountable for the development, oversight, coordination and resource mobilization of IOM’s Peace and Development Unit in the Mozambique mission. The Head of the Peace and Development Unit (PDCU) will also liaise and engage directly with the Government of Mozambique (GOM) as well as donors, and civil society as necessary.
Core Functions / Responsibilities:
- Lead, coordinate and promote IOM’s PDCU programming, ensuring that it is principled, timely, effective, sustainable and efficient, and contributes to longer-term recovery, peace and development, while ensuring alignment with GoM strategies.
- Provide authoritative advice and guidance to Programme Managers, in collaboration with the Deputy Chief of Mission, Heads of Sub-Offices and other Heads of Units, on programme approaches, coherence in programming, problem solving and stakeholder coordination to strengthen IOM’s contribution to peace and development in Mozambique.
- Serve as thematic advisor to the CoM and DCoM on matters related to Peace and Development.
- Establish, maintain, and strengthen relationships with government authorities, the private sector, the United Nations, and international and local non-governmental organizations (NGOs) to raise funds, and ensure impact through coordinated, innovative and integrated programming.
- Represent IOM Mozambique in national, regional, and global forums and relevant meetings,conferences and seminars linked to the department’s areas of intervention, in coordination with CoM and DCoM.
- Mobilize resources by developing new projects, including preparing proposals and operational frameworks; negotiating with donors and ensuring the production of communication tools that demonstrate IOM’s impact.
- Develop and implement a PDCU strategy, in line with IOM Mozambique’s Country Strategy and the Humanitarian, Development and Peacebuilding (HDPN) Roadmap for Northern Mozambique, ensuring that PDCU programmes are iterative, responsive to destabilizing factors and trends, and incorporate new approaches, modalities, policies and procedures for maximum impact.
- Ensure coherence and synergy between the different pillars of PDCU programming and take authoritative measures to maximize the collective strategic impact of the different activities within the unit.
- Build synergies within IOM Mozambique’s various portfolios and ensure that PDCU programmes are integrated with existing complementary programs, including those implemented under other units and contribute to the efficient implementation of IOM Mozambique’s triple nexus approach in northern Mozambique.
- Conduct ongoing contextual analysis in areas of interest to the PDCU, including conflict dynamics, instability factors and risks, to ensure that peace and development programming is responsive to ongoing contextual changes and needs.
- Oversee the planning and monitoring of budgets and work plans for all projects under the PDCU, ensuring audit and donor compliance, and prompt closure of projects.
- Communicate regularly with field operations and make periodic field visits to sub-offices and areas where project activities are implemented to advise and guide project staff, donors, local authorities and other project partners, and ensure the achievement of programme objectives.
- Manage and supervise all staff PDCU, including field and management positions.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or
- University degree in the above fields with nine years of relevant professional experience.
Experience
- At least 7 years experience in project development and management, including operational and field experience, with a focus on peace and development issues;
- Demonstrated management and implementation expertise on projects or programmes in relevant thematic areas including Disengagement, Disassociation, Reintegraton and Reconciliation (DDRR), security sector reform, community stabilization, peacebuilding, and development programming, including migration, environment and climate change and livelihoods;
- Experience in liaising with governmental authorities, other national/international institutions;
- Experience in programme and project development, implementation, evaluation and practices;
- Experience in UN interagency coordination and participatory forums;
- Familiarity with IOM project lifecycle, and administrative and financial management.
- Experience in complex crisis environments, conflict resolution, tolerance and peace-building mechanisms;
- Experience working in political transition, conflict, and/or post-conflict environments.
- Experience with implementation of Triple Nexus Approaches.
Skills
- Excellent programme and project management skills including knowledge of IOMadministrative and financial procedures and budget monitoring.
- Excellent monitoring and evaluation skills and ability to supervise large numbers of staff.
- Familiarity with cluster systems, various steps of project cycle and coordination with donor, local authorities, beneficiaries and other stakeholders.
- Knowledge of UN pooled funding and bilateral donor programming.
- Strong management and leadership capacity and experience.
- Ability to negotiate and resolve operational problems.
- Ability to work with autonomy.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Portuguese as well as another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
