About ARCS:
ARCS is an international non-profit organization founded in Rome in 1985 by Arci, one of the most important national networks of the Italian Third Sector. ARCS mission is that of promoting processes of social change, of education to global citizenship, to peace and intercultural and intergenerational dialogue, and of strengthening democratic ownership. ARCS builds national and international partnerships based on equal dignity and respect for diversity and differences.ARCS has been engaged in the Middle East for over twenty years, with projects aimed at improving access to work and support to local communities, refugees, and displaced persons, in emergency and development contexts. In Jordan, ARCS has been active since 2011 implementing emergency and development programs mainly in the protection and livelihood sectors.
The chosen candidate will be responsible of the following tasks:

Finance and Accounting
- Daily accounting (bookkeeping) according to ARCS procedures. Review monthly cash books ensuring that accounts and budgets are fully in accordance with donor requirements;
- Supervise the compliance of administrative documentation and its proper compilation;
- Tracking and managing expected results and deadlines related to expenditure, contracts, suppliers and partners;
- Monitor project administration to ensure consistency with reporting and spending requirements;
- Carrying out tender procedures and payments under the project in accordance with the internal rules of the of the organisation and the funding body (AICS) and take care of updating the Procurement Plan;
- Daily coordination with the procurement and logistics teams, follow up on timely payment of the vendors and service provider invoices, goods received notes, note to files etc;
- Follow up and manage expected deliverables and deadlines related to expenses, contracts and suppliers;
- Support PMs in revising local partner NGOs financial reports. Oversee proper and timely disbursement of project payments to partners by reviewing financial reports and related documentation in coordination with headquarters;
- Collaborate with the Senior Project Manager in monitoring current and planned expenditures, and avoid overspending and under-spending on the project;
- Collaborate with the Senior Project Manager in the preparation of financial reports;
- Prepare financial and audit reports for Ministries.

Logistics and Administration
- Supervise all the goods, equipment and material procurement procedures (elaboration of BoQs and any other tender supporting document, etc) in a cost-effective and transparent manner in line with ARCS and donor policies
- Ensure that all orders are tracked from point of planning and request through to final receipt
- Support PMs in the procurement procedures (request for quotations, purchase orders, inventory).
Requirements:
- At least three-year degree (Bachelor Degree) in economics, management, cooperation studies or other relevant fields at least 4 years of relevant experience;
- At least three years’ experience in administrative and financial management of international cooperation and humanitarian aid projects, preferably in emergency contexts;
- Demonstrable experience in project budget planning and management;
- Demonstrable experience in the planning and management of procurement of goods and services;
- Aptitude for teamwork and good interpersonal skills with beneficiaries, partners, donors and local institutions;
- Excellent communication skills and ability to interface with local stakeholders (banks, ministries, suppliers, etc.)
- Knowledge of Project Cycle Management (PCM) and the principles of humanitarian aid;
- Excellent knowledge of Arabic and English (spoken and written);
- Good computer skills, particularly in the use of Word, Excel, Power Point programmes;
- Sharing of the ARCS mission and values.
Preferential requirements:
- Previous experience in project execution in the Livelihood and/or Socio-economic Empowerment sector;
- Knowledge of the geographical area of ARCS (especially, ARCS, Mafraq and Aqaba);
- Good command on Italian Agency for Development Cooperation (AICS) procedures and reporting
- Knowledge and good command of ePRAG
- Master’s degree and/or specialisation courses in cooperation and humanitarian emergency.

Basic salary: between 1.000 and 1.200 JOD including tax and social security
