Scope of Work _ SOW:
Introduction:
CARE is looking for a consultancy to deliver project cycle management training in Arabic in Northeast Syria.
The objective is to support Officer and Assistant level program staff to improve their understanding and application of program cycle management principles, including in the sectors of MEAL, food security, livelihoods, emergency response, water sanitation and hygiene, and protection.
Timescale:
To be delivered in 16 June 2024
Expected workload: 10-15 days
Output #1 (remote): Design, conduct and analyse an assessment of capacity gaps in Arabic for CARE’s staff & partners in the areas of project cycle management.
Output #2 (in Northeast Syria): Provide 3-day training and tools in Arabic to NES-based Program Officers and Assistants (between 15-20 individuals) on project cycle management, adapted to the needs outlined through completion of Output 1.
With a remote review session of 3-4 hours with the participants the following week.
This should include (but is not limited to) the following key areas:
– Project cycle summary
– Needs assessments
– Project design
– Accountability
– Risk management & compliance
– Action planning
– MEAL
– Project closure
Output #3: Final report on training, achievements of the attendees, and recommendations for next steps to continue to develop capacity in this area.
Travel requirements:
Please note:
- All insurance and liability are acknowledged by the consultant/company themselves
- all per diem and travel cost as per CARE policy.
- CARE will book directly all travel and accommodation from Erbil
Technical criteria:
- All applicants must have business status and be able to deploy between 1-2 experienced trainers for the duration of the training. CARE will not accept applicants made from individual/lone consultants for this SOW/TOR.

- The lead trainer designated by the business to deliver this ToR/SOW must have the following experience:

- o At least 8 years’ experience of delivering PCM training in a humanitarian context
- o At least 5 years’ experience of working or travelling to complex and insecure environments
- o At least 2 years’ experience of working in a humanitarian and/or development programs role
- o Keen familiarity with donor regulations, standards and compliance matters
- o Excellent written and spoken Arabic and attention to detail
- The curriculum must be clearly outlined, and based on an established and recognized approach.

Proposals will be accepted until 1:00 PM Amman, Jordan Time May 01, 2024, delivered via email solely to [email protected] , no later than the above specified date.
Any proposals received after this date and time will not be accepted. All proposals must be signed by an official agent or representative of the company submitting the proposal.
