Overview

The National Association of Medicaid Directors (NAMD) seeks a Senior Policy Analyst dedicated to the association’s HRSA-funded cooperative agreement to build literacy among state Medicaid directors and other health care payment officials about HRSA priorities and initiatives; to establish strong, routine connections among Medicaid officials, other health care payment officials and state public health leaders that transcend projects and endure over transitions of federal and state administrations; and to identify and act on opportunities to align strategies and interventions as well as to braid and optimize use of HRSA and Medicaid funding to ensure sustainable impact.

NAMD is a nonpartisan, nonprofit, professional association representing leaders of state Medicaid agencies and Children’s Health Insurance Programs (CHIP) across the country. Members from the 56 states and territories drive major innovations in health care while overseeing Medicaid and CHIP, two of the nation’s most vital health care programs serving millions of beneficiaries.

Position Description

The senior policy analyst will be a key member of a small, highly collaborative team that supports Medicaid leaders through connection and programmatic assistance to Medicaid leaders in all 50-states, D.C. and the territories. This individual will be dedicated full-time to the HRSA grant as the Project Manager and play a lead role in project management and day-to-day operations. This individual will report to the Director of State Programming and will work closely with the NAMD leadership team.

Position Responsibilities

This individual will be an experienced project manager and responsible for managing and coordinating the majority of activities for the HRSA grant including:

  1. serving as project manager across NAMD’s state programming team, federal policy team, and member/communications team;
  2. liaising directly with state leaders, HRSA, public health leaders, public and private sector, national associations, and other external partners for the purpose of creating connection between Medicaid and public health;
  3. coordinating strategic and planning meetings with NAMD leadership, state Medicaid leaders, HRSA leadership, public health officials, behavioral health officials, community health centers and other external partners to NAMD for the purpose of sharing best practices, strategizing and aligning efforts towards shared goals;
  4. identifying and coordinating opportunities for HRSA engagement with state Medicaid leaders at NAMD’s Fall or Annual member meetings and events;
  5. designing and convening ad hoc groups and events with state Medicaid leaders, health care payment officials, and public health leaders;
  6. coordinating the development of written resources and publications to help translate policy issues into information mutually understood by state Medicaid, health care payment leaders, and public health leaders;
  7. coordinating the collection and analysis of information from state Medicaid leaders from a variety of sources including polls, surveys and rapid turnaround requests; and
  8. leading performance measurement and reporting and project evaluation efforts for NAMD’s HRSA grant.

Minimum Qualifications

  • Master’s degree in political science, public policy, public health or other related area of study.
  • At least 5 years applied work experience in public policy, public health, government, or related area
  • Outstanding project management skills
  • Ability to work in a cooperative, fast-paced, and team-oriented environment.
  • Excellent written and oral communication skills, including the ability to communicate complex ideas in a concise and neutral manner.
  • Ability to manage multiple completing tasks and self-direct workflow.
  • Excellent interpersonal skills with a practical, positive, service-oriented mindset.
  • Proficiency in Microsoft Word, PowerPoint and Excel.
  • Ability to occasionally travel to NAMD meetings and events.
  • Lived experience with the Medicaid program is greatly valued by NAMD.
