Scope of Work for Aquaculture Consultancy – Nepal

Lutheran World Relief (LWR), a member of Corus International, is recruiting a technical expert in the aquaculture sector to act as short-term consultant. The consultant should bring technical expertise in the aquaculture and/or fisheries sector, particularly in the Asia and/or SE Asia context. Consultants based in Nepal and with Nepali language skills are preferred.

The consultant will support capture and design activities related to the FY23 USDA Food for Progress (FFPr) Nepal Activity.

The consultancy will take place during March 2023 and April 2023.

Responsibilities:

The responsibilities include:

  • In advance of the LWR team’s arrival in Nepal, set up meetings with industry and private sector representatives in the aquaculture and/or fisheries sector. This includes representatives from the Ministry of Fisheries, aquaculture associations, trade associations, civil society organizations, etc.
  • Identify, and set up meetings with any implementing partners (organizations) working in the aquaculture sector, including with research entities.
  • Identify and set up meetings with additional aquaculture experts.
  • Provide LWR team with a summary of the geographic areas where aquaculture production is most common / prevalent, presented on a map.
  • Provide LWR team with an initial strengths, weaknesses, opportunities, and threats of the aquaculture sector in Nepal and preferably by geographic focus where aquaculture occurs.
  • Provide verbal and written intelligence on the landscape of local, regional, and international organizations working in the sectors relevant to the anticipated thematic priorities of USDA FFPr – Nepal.
  • Other tasks as assigned during the assignment.

Qualifications and Requirements:

  • At least 5+ years of professional expertise working in the aquaculture or fisheries sector, preferably in Nepal and/or in South Asia
  • Bachelors’ degree aquaculture, fisheries, marine biology, zoology or agriculture, master’s degree preferred.
  • Extension knowledge and network in the Nepal aquaculture and fisheries sector, including connections with the Government of Nepal, private sector entities, and fisherfolk.
  • Ability to travel in Nepal with LWR team, at short notice in the timeframe.
  • Excellent analytical, writing and verbal skills
  • Knowledge of U.S. Government programming desired, but not essential.

1. Initial framing of meetings/Prepare a prioritized list of potential partners

  • Submit an initial list of contacts with name, organization/entity, and contact information within 2 days upon signed award.
  • Include at least 6 local organizations that have work in the aquaculture or fisheries sector in Nepal; as well as 6+ private sector aquaculture or fisheries feed companies, producers, or suppliers.
  • Propose specific districts and provinces where aquaculture and fisheries is carried out, provide written rationale for selection

2. Serve as primary contact and arrange/schedule meetings with entities as identified in #1 and #2 (above)

  • On consultation with the Corus proposal team, the consultant will schedule meetings for Corus and the identified organizations.
  • Meetings can be (in person or virtual) depending on timing.
  • Organize new meetings as they arise over the consultancy duration.

3. Frequent debriefs; share meeting notes

  • Hold daily debriefs with Corus proposal team.
  • Share verbal and written notes from meetings each day.
  • Strategize and brainstorm potential additional meetings with representatives to ensure extension intel gathering occurs.
  • Provide Corus proposal team with details of each/every individual met, including contact information.
