Area Manager

MA-UK Myanmar

Job Purpose:
The purpose of the Area Manager position is to ensure high quality and cost-effective programme implementation within Rakhine and other related areas in Myanmar (if any).

Key Accountabilities:
General Responsibilities:

  • Line management of senior project staff, support functions (HR, Logistic, Finance, etc.) and sub-offices in the areas.
  • Be a member of the Senior Management Team (SMT).
  • Compliance with and uphold all MA-UK policies, Standard Operating Procedures (SOPs), guidance and procedures.
  • Provide area-specific input on sector strategies, country office strategies and activity plans.
  • Organize grant opening and closure meetings at area level.
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports), in compliance with contractual commitments (i.e., quality, synergies, timeliness, use of resources).
  • Assess needs, develop emergency response, and implement response plans.
  • Ensure optimal use of resources within the allocated project budgets and sector strategies.
  • Represent MA-UK in area coordination meetings and to stakeholders.
  • Ensure that capacity building is provided to all staff in the area office in coordination with HR department.
  • Support programmatic and financial planning/controlling for the area office.
  • Be a focal person for security & safety of staff in the area office and ensure security & safety measures/procedures are fully followed by all staff.
  • Promote the rights of beneficiaries in line with MA-UK’s advocacy strategy.

Program Coordination:

  • Supervise the implementation of all operations implemented directly (via Project Managers) and indirectly (via local civil society partners).
  • Supervise the monthly reporting and planning of all the programs (programmatic and financial).
  • Lead high quality management of MA-UK programmes through the effective management of project workplans, budgets, performance management frameworks, and any other tools as required, ensuring that all activities are appropriately budgeted and that costs are kept within agreed budgets.
  • Support project staff access, understand project progress and challenges and promote participatory project planning and reviews.
  • Manage delivery of programme outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
  • Identify areas of risk, best practice, and issue action plans for improvement.
  • Support proposal development (identify the needs, coordination, and budget etc).
  • Supervise movement planning and relevant approval from authorities.
  • Conduct supervision and monitoring trips to the field.
  • Facilitate engagement and cooperation between the country office in Yangon and field staff (e.g., MEAL trips, financial planning, etc.).
  • Ensure coordination between different departments (programme, MEAL and operations) for strategic response.

Area Management:

  • Closely follow the security situation, consult with the Country Director and other relevant Officers to make sure security and safety protocols/risk register are updated.
  • Ensure compliance of MA-UK with the local legal and administrative procedures.
  • Supervise the management of the area office in terms of finance, administration, logistics, local procurement and planning and spending of office running costs.
  • Brief and train new expatriate staff based in the area office (if any).

Partnerships and External Relations:

  • Identify, approach, negotiate and secure long-term partnerships with national and international NGOs, UN agencies and donors in line with the MA-UK country programme strategy.
  • Contribute to the development of MA-UK’s partnership strategy and programmatic direction and help shape MA-UK’s overall response to humanitarian needs.
  • Engage with key stakeholders (e.g., donors, others INGOs and government department) to strategically streamline and adapt MA-UK’s proposal development processes to be in line with area context.
  • Represent MA-UK in meetings with (prospective and current) partners to promote an accurate understanding of MA-UK’s role, work, and impact. Be active and visible among the relevant donor circles.
  • Any other duties as required.

Leadership and Management

  1. Provide regular one to ones to the relevant employees, ensuring that you adhere to MA-UK’s annual appraisal “PACE” framework (for managers)
  2. Ensuring that relevant employees are set with annual SMART objectives and making sure that you are aware of your SMART objectives from your line manager (for managers)

Other

  1. To ensure all records are maintained and stored appropriately in line with MA document management and IT policies.
  2. To comply with all policies, procedures, legal and regulatory requirements.
  3. Any other duties commensurate with the accountabilities of the post.
