NRC is seeking an experienced and dynamic consultant to develop a BLP Minimum Standard Capacity Assessment Tool that the GBU, regional teams and country offices will rely on to assess whether a country office has met the minimum standards of the BLP.
The consultant’s work will be informed by NRC’s well established quality assessment tools. The tools are a part of NRC’s monitoring and evaluation framework which provides a comprehensive results measurement system. Quality assessment tools (QAT) establish quality parameters including quality in the programme design phase, processes, activities and outputs. It incorporates key quality technical standards for the sector (internal and external: I.e INEE).
It is anticipated that this consultancy will be carried out in approximately 16 working days to be used over a period of 3 months. At the inception phase, a more specific work plan will be drafted in cooperation with the consultant.
The consultant will directly interface with the Global Better Learning Programme Unit (GBU) and will be supervised and report to the Global M&E Specialist.
Submission:
NRC seeks expressions of interest from consultants, consulting teams, or companies with the following skills/qualifications and expertise:
- At a minimum 5 years of experience in developing and rolling out capacity assessment tools or similar tools.
- Advanced university degree in organizational development, industrial and organizational psychology or relevant field.
- Strong understanding of monitoring and evaluation.
- Strong understanding of psycho-social support programming in education in emergency and in youth programming.
- Experience working with non-governmental organizations, preferably in the humanitarian field.
- Proven ability to deliver quality results within deadlines.
- Excellent communication, presentation and facilitation skills.
- Fluency in written and spoken English (full professional fluency level).
Consultants who meet the above requirements are invited to submit a proposal, which should include the following:
A. Technical proposal including (70% weight in evaluation): i) Consultant’s Profile: (maximum 5 pages); ii) concise CV with current contact information; iii) An initial planning including the necessary steps to undertake this consultancy; iv) A brief presentation about the Consultant’s capacities, with particular emphasis on previous experience in this kind of work.
B. Financial Proposal (30% weight in evaluation): i) A financial proposal for the consultancy, fully explaining how the tasks will be accomplished and covering consultancy fees (up to 16 days).
