CALL FOR TECHNICAL VOCATIONAL TRAINING PARTNERS IN LUANDA, ANGOLA

1. ABOUT THE PROJECT & CALL

Young Africa International is looking for private or government Technical Vocational Education training institutions (partners) in Luanda, Angola who are interested in jointly (working with YA International) implementing a 3 years (2024-2026) project that aims to promote sustainable livelihoods, and reduce vulnerabilities, and enhance resilience and ultimately realize their SRH outcomes for at least 4000 young people in Angola through a set of economic empowerment, climate action activities integrated with SRHR interventions. It is envisaged that through the project, the following results will be achieved:

Result Area 1: Resilient and empowered YVP have improved livelihoods with entrepreneurship skills and employability options.

Result Area 2: Increased access to, and use of comprehensive HIV and SRHR services.

It is envisaged the above results will be achieved through the following activities :

  • Conduct market and needs assessments to inform vocational courses to be offered.
  • Training of at least 420 young vulnerable people in market-oriented, accredited vocations that integrate life skills and entrepreneurship. The skills training should be at least 6 months, followed up by an internship and then graduation.
  • Training of 120 adolescent girls and young women in business development and management.
  • Set up and run Wellness centres at training centres which will provide Sexual reproductive health services and Information to youths at the centres and from the local community.
  • Engagement of young people in Sports and Arts.
  • Facilitate training of at least 400 young people through the YA e-learning platform in vocational skills, life skills and entrepreneurship.
  • Participating in conducting climate assessments and awareness at the community level.
  • Integration of the circular economy approach in the vocational training programmes offered at the centres.
  • Support in the implementation of post-graduation services such as work-readiness training, facilitating internships (in collaboration with private sector), job placements, Internal savings, and lending schemes, provision of start-up kits, and many others.

The above activities will be implemented jointly with the selected partner. Young Africa International will be keen to engage with a partner which, apart from the activities listed above, is open to exchanging notes on good TVET practices such as implementation approaches, methodologies, and models for replication.

2. ABOUT YOUNG AFRICA INTERNATIONAL.

Founded in the Netherlands in 1998 Young African (YA) currently operates eight TVET centers in four countries as a federation of locally registered affiliated organizations. YA also operates in 2 other countries in partnership with 3 other organizations that are replicating the YA model. Each Affiliate operates TVET – Centre(s), youth (self-) employment programs, and community activities.

The vision of YA is a world of quality and shared word of equality where the power of young people is channelled to transform the world around them. The mission of YA is the integral development of disadvantaged youths aged 15 to 35 years with a special focus on young women and youths with disabilities. YA does this through imparting to youth skills of the hands to make them self-reliant, skills of the heart and mind to help them live with dignity and skills of the soul to help them live with a purpose.

Young Africa’s core business is essential skills training for employability and entrepreneurship. YA’s integral approach to the youth development programme is based on the conviction that for young people to reach their full potential they must develop in a holistic way. The integral approach to youth development addresses the multi-dimensional nature of the development needs of young people (i.e. economic, social, and emotional) in a highly synchronized way. Young people receive on-the-job vocational training (70% practical, 30% theory), life skills education, wellness, and psychosocial support services, talent development in sport and art, and entrepreneurship skills training as part of the programme. As part of complementary courses, that are an integral part of all vocational training at YA, students also receive ICT and English lessons (for Mozambique) as part of its innovative high-impact solution to addressing youth employment needs. Since 2001 the organization, together with its Affiliates has graduated over 50,000 youths, and over 250 000 have been reached with other community outreach interventions.

Young Africa delivers its skills training through an innovative franchise business model (recognised by UNESCO UNEVOC as a promising best practice(www.unevoc.unesco.org/go.php?q=PP_YA)The broader purpose of the YA Franchise Model is to ensure the Financial Sustainability of YA Centres, the opportunity for on-the-job exposure to Trainees, the availability of local entrepreneurial role models, and participation of Young Africa Centres in the local economy as well as a cost-efficient alternative to traditional cost-intensive technical vocational Training. Young Africa’s uniqueness lies essentially in two innovative concepts: the Franchise Business Model and the Integral approach to Youth development.

3. TECHNICAL AND FUNCTIONAL COMPETENCIES

  1. HOW TO APPLY
  • Should be a registered private or government Vocational Training Centre that has been operating for at least 5 years.
  • Willingness to jointly implement the project with YA International at its center or facility.
  • Willingness to exchange notes and adopt YA approaches, and models in implementing vocational training programme.
  • Should be offering a variety of market-informed, accredited courses
  • Equipped workshops with modern equipment.
  • Flexible and agile organizational culture open to embracing new approaches and responsive to changes in the TVET landscape.
  • Experience in working with young vulnerable people such as survivors of Gender Based Violence, drug and substance users, nursing mothers, young people with disabilities, young people living with HIV, young people in sex work, and many other intersecting vulnerabilities.
  • Demonstrable experience in networking with private/public sector companies and Medium, Small, and Micro Enterprises to facilitate internship and employment of target beneficiaries.
  • Demonstrable experience in advocacy initiatives with Government institutions and other key stakeholders.
  • Demonstrable experience in policy engagement and research on gender, skilling, and employment issues.
  • Have space or facilities that can be utilized to set up and run a wellness centre.

Interested partners should submit the following documents.

  1. A letter expressing their interest to partner which should be no more than 3 pages. The letter should explicitly highlight how the organization satisfies the technical and functional competencies stated above. In the letter indicate how the institution would like to collaboratively work with us on the project
  2. An organizational profile clearly stating the courses offered, governance structure, and references.
  3. Scanned copies of registration and accreditation certificates.
  4. Audited Accounts for the past 3 years
