Job Duties and Responsibilities

Technical support and quality assurance

• Ensure the provision of high-quality cash technical advice and support to IFRC and TRC EQR team remotely or onsite, assisting in the preparedness, assessment, analysis, design, planning, implementation and monitoring components, in line with international, RCRC Movement and IFRC standards, guidelines and good practice. Contributing to the dissemination and improvement of the Movement Cashin Emergencies (CiE) toolkit.

• Work closely with the other EQR workstreams and IFRC teams, to mainstream and adapt cash approaches, systems and tools across all relevant components of the EQR. Including the integration of protection across the cash related workstreams.

• Support the development of the vulnerability criteria and data points to determine the suitable households for transitioning into the livelihood support.

• Contribute to the revision, improvement and roll-out of IFRC EQR Standing Operating Procedures, and other relevant guidance and documents. Contribute to the development if the IMS, and technological innovations in the EQR.

• Support networking and partnerships (humanitarian, private sector and academic, etc.) linked to Cash Working Group and other relevant interagency forums

Capacity building, coordination and evidence-based learning

• Design, develop and specialist training and support training initiatives, related to vulnerability analysis, market assessments, CVA systems, tools and standards that enable effective implementation of relevant methodologies, ensuring best practices are delivered and documented.

• The individual is expected to deliver and support capacity building processes such as implementing the capacity develop framework, face-to-face trainings, learning by doing exercises and remote/face-to-face coaching.

General

• Contribute to M&E and reporting schedule and put in place timely systems to gather, aggregate and report on EQR indicators.

• In cooperation with the EQR Advance Team and IFRC country Office, work to ensure maximum results are achieved and EQR impact is sustainably institutionalised.

Duly comply with the Minimum Standard Commitments to Gender and Diversity and support theIFRC Strategic Framework on Gender and Diversity issues in the area of expertise.

Education

Required

  • University degree inDisaster Management /Disaster response or equivalent experience and knowledge.

Experience

Required

  • At least 5 years’ experience in successfully implementing and coordinatinghumanitarianemergency response operations that include CTP in at least one context, preferably within the RC/RC Movement
  • At least three-year experience in disaster management or response in humanitarian operations
  • Demonstrated experience in different aspects of CTP implementation (i.e.: assessments and market analysis, CTP feasibility, design, implementation and M&E) and in developing CTP programmes that are inclusive and gender sensitive
  • Experience of successful institutional fundraising and managing donor relations and adequate narrative and financial reporting
  • Proven capacity building experience with National Society or equivalent, delivering trainingsand providing on the job training and coaching (preferable CTP and market trainings)
  • Experience living and working in challenging and multicultural environments
  • Experience working in emergency and/or development contexts

Knowledge, Skills and Languages

Required

  • Sound knowledge of and commitment to, an integrated and holistic approach to disaster management, with an understanding of emergencies, recovery or long-term programming
  • Technical/professional knowledge within the areas of CTP in humanitarian and/or development contexts, with an emphasis on the ability to design, implement and monitor cash responses, in a variety of contexts and in an inclusive manner
  • Technical/professional knowledge of needs and market assessments
  • Proven skills in strategic and operational planning, budgeting and reporting emergency response that included CTP
  • Proven analytical skills and the ability to think strategically
  • Excellent interpersonal, communication and negotiating skills
  • Fluently spoken and written English

Preferred

  • Knowledge of Red Cross Red Crescent Movement, IFRC and National Societies
  • Good command of any other IFRC official language (French, Spanish or Arabic)
