The USAID-funded Climate Adaptation Support Activity (CASA), implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Chief of Party.

Background

USAID’s Climate Adaptation Support Activity (CASA) is a five-year activity that provides strategic support to USAID Missions and USAID/Washington to advance effective adaptation mainstreaming, programming, and scaling meaningful change.

USAID’s climate adaptation work aims to increase the resilience of human and natural systems to climate change impacts through improved use of information, planning, and action. USAID helps communities prepare for climate change and manage its impacts while protecting and advancing critical development priorities. USAID’s adaptation initiatives support climate information, research, planning and policy, technology, and best practices across key sectors, including agriculture, health, water, education, biodiversity, and natural resource management. USAID’s adaptation efforts also contribute to advancing global food and water security, reducing impacts of climate-related shocks and stresses, preventing the spread of vector-borne disease, and reducing conflict over resources.

CASA provides services including assessments, analytical work, thought leadership, inclusive capacity development, and convening, partnering, and coalition strengthening. CASA works with USAID, government, civil society, local community, and private sector partners. CASA provides technical services, products, and support in three main areas.

  1. Actionable information. CASA works with governments, local communities, and other partners to develop and synthesize actionable information to support the design and implementation of impactful adaptation approaches, interventions, and systems shifts. Services include climate and climate-related risk, adaptive capacity, adaptation options, and similar analyses. CASA also develops adaptation guidance and decision-making tools.

  2. Strategic, forward-looking adaptation and resilience approaches. CASA supports USAID and its partners to identify strategic and forward-looking adaptation and resilience approaches to support sustainable, scalable, and innovative adaptation. Services include synthesizing evidence, conducting research, developing thought leadership, and supporting monitoring, evaluation, and learning.

  3. Capacity, convening, and partnership and coalition strengthening. Finally, CASA provides inclusive capacity, convening, and partnership and coalition strengthening to support impactful adaptation action. Services include technical assistance, learning exchange, mobilization of partnerships and coalitions, knowledge management, and communications.

Position Description

The Chief of Party (COP) of CASA will support and coordinate a dynamic team working closely with USAID and its partners to implement CASA. The COP manages the overall technical implementation of the Activity and ensures product and service provision to USAID Missions, Washington, and partners to support adaptation mainstreaming, programming, and scaling to effect change at meaningful scales.

Responsibilities:

*Represents Tetra Tech for CASA implementation, working with USAIDs Task Order Contracting Officers Representative and Missions and Operating Units (OUs).

*Leads CASA technical strategy, work planning, and thought leadership and provides strategic and programmatic direction to technical staff, subcontractors, and partners.

*Ensures the integration of CASA’s gender, inclusion, and localization approach into all project activities and learning.

*Facilitates strategic and diplomatic engagement and collaboration with stakeholders and institutions, especially USAID, Missions, and OUs.

*With the Deputy Chief of Party (DCOP) and Director of Learning, Innovation, and Research (DLIR), develops a learning agenda, stakeholder engagement strategy, and critical analyses.

*Manages, implements, or participates in technical activities relating to climate adaptation as appropriate.

*Guides day-to-day project implementation and ensures timely delivery of relevant, high-quality, and impactful services.

*Develops strategic objectives and ensure project compliance with USAID regulations;

*Manages the activity’s implementation, including overall responsibility for personnel and efficient budgeting and financial management.

*Provides technical expertise and oversees technical activities to ensure the project is meeting the results defined in the contract.

*Evaluates and documents activity progress and facilitates dissemination and uptake of lessons learned.

*Ultimately responsible for assuring compliant contract management and quality deliverables.

Qualifications:

*Bachelor’s degree in climate science, environmental studies, international development, public administration, or relevant field. A Master`s degree or Ph.D. is preferred.

*At least ten years of experience in climate services, climate change adaptation, disaster risk reduction, capacity strengthening, food and agriculture, or other relevant fields.

* Minimum ten years of progressively responsible professional experience in managing multi-country donor-supported programs, with extensive experience on USAID-funded projects.

*Strong writing and communications skills as evidenced by experience producing technical analyses, work plans, reports, presentations, or other communications products.

* Professional proficiency in English is required.

* Ability to travel internationally.

* U.S. citizenship or a valid U.S. work permit is mandatory.

Preferred qualifications:

*Demonstrated technical leadership in climate change adaptation, with sector-specific experience in food and agriculture, health, locally-led adaptation, urban adaptation, and other sectors relevant to USAID’s overall programs.

*A history of collaboration and fostering inclusive, locally-led climate change adaptation activities.

*A track record of success in supporting country-led climate change adaptation planning and climate finance efforts, such as NDCs and NAPs.

*In-depth knowledge of climate change adaptation policy issues at international (e.g., UNFCCC) and national levels and ability to link these policy processes to USAID programming.
