Background

SoCha, LLC is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID’s Sahel Regional Office (SRO) performance management of activities within its portfolio. MRCS will support Sahel Regional technical Office (SRTO), Sahel Regional Program Office (SRPO), the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso.

To oversee the work of the MRCS Activity, SoCha seeks an experienced Chief of Party.

Scope of Work

The Chief of Party (COP) is the leader of the team, responsible for overall implementation, results and management. S/he will:

  • Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach;
  • Provide overall responsibility for all data collection, monitoring and evaluation (M&E), report generation, learning and dissemination activities, and related tasks;
  • Ensure quality control and the overall responsiveness of MEL technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID and working environment in the Government in the Sahel Region Countries;
  • Identify issues and risks related to contract management in a timely manner and manage the activity’s financial resources in accordance with the budget as well as USAID policies and regulations; and
  • Serve as the main point of contact between USAID and the Contractor. The COP reports to both, and as such s/he focuses on the core services as well as the management of the contract.

Required Qualifications

  • A minimum of 10 years of demonstrated relevant project management experience in developing countries.
  • Master’s degree in a relevant field such as international development, statistics, economics, or another relevant field.
  • Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis is required.
  • Familiarity with Third-Party Monitoring complexity-aware monitoring is highly desirable.
  • Strong interpersonal and oral communications and presentation skills.
  • Demonstrated experience in managing activity teams that have diverse backgrounds and skills.
  • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.
  • Professional proficiency in spoken and written English and French are required.
  • Working experience in West Africa or similar developing country context.

Location
Initially based in Niamey, Niger, with the possibility of transitioning to Ouagadougou, Burkina Faso, part way through the project.
