Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
South Asia remains one of the least integrated regions in the world in terms of both trade and human mobility. At the same time, range of disasters and climatic stressors affect almost all the South Asian countries which fuels mobility which is predominantly internal but also to a limited extent across the border. Absence of specific provisions in migration/mobility related polices of South Asian countries particularly at the entry points and short term stay of the disaster displaced persons in a neighboring country is a key challenge. There is an emerging need to develop instruments which can address cross border mobility in the context of disaster and climate change.
There are some best practices in the globe to address protection concerns of the displaced persons. The Intergovernmental Authority on Development (IGAD) Free Movement Protocol for the Horn of Africa, Guidelines on Admission and Stay in Central America can be considered as best practices in addressing such situation. Nansen Protection Agenda for cross border disaster displacement also offers pathways for such situations.
In this context, IOM Bangladesh is commissioning a stocktaking exercise of migration related polices of selected South Asian countries (Bangladesh, India, Sri Lanka) to analyze how disaster displacement in featured, details of best practices across the globe and a framework to facilitate cross border disaster displacement for South Asian countries.
Based on the findings of the stocktaking exercise, the project will initiate dialogues at national and regional level to facilitate development of tools, Standard operating Procedures (SoP) and guidelines to guide a people centric mobility regime in South Asia in terms of disaster displacement and cross border human mobility in the context of climate change.
Core Functions / Responsibilities:
- Review of existing migration/mobility policies and frameworks for addressing cross border disaster displacement in the countries covered under this study.
- Review the global best practices in addressing disaster displaced persons and applicable lessons for South Asia
- Develop a Human Mobility Framework for South Asian Countries upholding the human dignity and protection for disaster displaced population.
- Present study findings virtually in a national consultation and a regional consultation in Bangladesh.
- Develop a policy brief based on the study findings, which can be used as policy prescriptions for the countries in South Asia.

Required Qualifications and Experience:
Education
The offers will be evaluated in compliance with the following requirements:
- Graduation in relevant discipline from reputed universities. PhD would be an added advantage.
Experience
- The consultant should have solid understanding of disaster displacement, climate and disaster issues in South Asia;
- Proven experience of research/study on displacement, migration issues at regional level or multi country focused study;
- Excellent presentation, oral and written communication skills;
- Good analytical, drafting skills.
- Ability to deliver according to specified timeline while maintaining quality of the output.

- Fluency in English is required.

- Financial Proposal: A financial proposal, listing all costs (including VAT) associated with the assignment. Consultant will be responsible for any tax or VAT issues.
- Samples of 2 publications related to the themes of focus of this study.
