Consultancy Legal and policy research on online child sexual exploitation and abuse (French and Portuguese)

Organisational Context

ECPAT International is a global network of organisations working together for the elimination of the sexual exploitation of children in all its manifestations i.e. exploitation of children in prostitution, online child sexual exploitation, sale and trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism and some forms of child, early and forced marriage. The ECPAT Network currently consists of 122 members working at national and local levels in 104 countries.

Disrupting Harm project

Disrupting Harm is a multi-country project to understand online child sexual exploitation and abuse.

Evidence is collected from multiple stakeholders on the nature and scope of online child sexual exploitation and abuse, and the readiness of national systems to respond to these crimes against children. This project is implemented in partnership between UNICEF Office of Research – Innocenti, INTERPOL, and ECPAT International, funded by the End Violence against Children Fund. The project engages national partners from inception to finalization, to capture the context, threats, and responses to online child sexual exploitation and abuse with a view to enhance national prevention and response strategies. The same data collection methods will be conducted in each Disrupting Harm study country, allowing for cross-country comparisons

Objectives of consultancy:

In the framework of the Disrupting Harm project, ECPAT International is seeking a consultant with a background in legal research to:

• Undertake secondary research related to national substantive and procedural legislation as well as national policies and frameworks on online child sexual exploitation and abuse in THREE target countries.;
• Communicate with ECPAT Member/s and/or partners in target country to retrieve and confirm information;
• Draft one legal and policy analysis per country (approximately 20 pages) following standardised method provided by ECPAT International.

Consultant Profile

• Experience in legal research on (online) child sexual exploitation and abuse;
• Excellent writing skills;
• Fluent in French and Portuguese language;
• Knowledge on child sexual exploitation and abuse;
• Fluent in English language;
• Time management;
• Accountability.

This is an intermediate level position for a young professional in an early/mid phase of their career.

Dliverables : Due date

Finalise detailed work plan in collaboration with the ECPAT Research Unit : 15 December 2022

Complete first draft of three legal and policies analysis (including accommodating feedback from ECPAT Research Team and ECPAT member organisations in target countries) : 15 February 2022 (staggered approach)

Finalise three legal and policies analysis (including accommodating final feedback from ECPAT Research Team and ECPAT member organisations in target countries) : 15 April 2022 (staggered approach)

Timeframe:

• It is expected that this short-term consultancy will require 35 working days over the period December – May 2022.

Management and Reporting Arrangements

The Consultant will report to the Research and Child Rights Monitoring Manager at ECPAT International.

Additional Information

• This is a home-based position; the consultant will work from home but should be regularly available online to have meetings with the ECPAT’s Research team in Bangkok (GMT+7) and ECPAT members in the three selected countries (GMT+1 and GMT-3);
• The Consultant is expected to act at all times in a manner consistent with the values of ECPAT International and in compliance with the organisation’s policies and procedures including Child Safeguarding Policy and the Staff Code of Conduct.
