Background:
- Somaliland/Somalia:
HI has been present in Somaliland since 1992, with currently over 73 employees on site. HI started by setting up a rehabilitation center in Hargeisa. HI’s strategy in Somaliland is to advocate for the rights of persons with disabilities and to engage development actors to promote inclusion and participation of people with disabilities at local and national level. In 2017 when severe droughts occurred, HI decided to respond to the crisis along two axes: inclusion mainstreaming for NGOs working on the humanitarian response, and stimulation therapy for malnourished children. During the last years, HI also set itself as a key actor in regards to emergency response to most at-risk displaced and host community population with a focus on protection and psychosocial support.
- Ethiopia:
HI has been operating in Ethiopia since 1986, with the provision of rehabilitation services for refugees in the Somali regional state. This led to rehabilitation units to be set up in eleven hospitals (from 1996 to 2000). Ever since, Handicap International extended its activities by launching a mine risk education project and to support the repatriation of refugees living in Ethiopia; and HI diversified its operations to meet needs and improve the quality of life of vulnerable persons and people with disabilities and to answer to emergency situations.

Overview:
HI’s country programs for Somaliland, Somalia, and Ethiopia are seeking ad-hoc business development support capacity from external service providers. Interested existing service providers and new eligible and capable service providers – individuals and/or companies – are invited to apply and submit up-to-date information/documentation as requested for consideration and registration as HI service providers.
This pre-qualification will be valid until 31st December 2024. This notice is meant to enable the preparation of a list of qualified service providers for the following service categories:

Requirements:
All interested and eligible service providers (companies and/or individuals) are invited to apply for the pre-qualification by submitting their application in accordance with below instructions. Applicants being either companies or individuals must comply with all the instructions and fulfill the following mandatory requirements/documents in the pre-qualification process:
For Companies
- Scan copy of letter of expression of interest signed and stamped;
- Scan copy of valid registration certificate/license;
- Scan copy of valid license/registration certificate from the responsible government body
- Scan copy of Tax Registration Certificate/TIN;
- Scan copy of Passport of the General Manager or owner.
- Soft copy of Company’s Profile inclusive of company’s Full Address, Track record, Business volume; Human resources with CVs and sound financial status and/or latest audit report;
- Signed declaration form (Code of Conduct);
- Scan copy or web-link of at 3 sample proposals and reports from previous assignments (preferably and if applicable, for services provided in Somaliland, Somalia, and/or Ethiopia).
- At least 3 supporting evidence/ recommendation/ contracts from institutions that received the service.
For individual / Independent consultants
- Scan copy of letter of expression of interest signed
- Scan copy of fully updated CV
- Scan copy of Educational Testimonials
- Scan copy of Individual TIN Registration or ID.
- Scan copy of Passport
- Scan copy or web-link of at 3 sample proposals and reports from previous assignments (preferably and if applicable, for services provided in Somaliland, Somalia, and/or Ethiopia).
- At least 3 supporting evidence/ recommendation/ contracts from institutions that received the service.

- HI does not charge any fee in this pre-qualification process.
