Consultant for Ecuador and Peru PRM Proposal, 2024 Cycle

Proposed Dates of Consultancy: Jan 1 – March 31, depending on solicitation release

POA is seeking an experienced consultant who has a winning track record developing proposals or implementing funding from the Department of State Bureau of Population, Refugees, and Migration (PRM).

Scope of Work:

Pre-Solicitation

  1. Assist with the gathering and analysis of competitive intelligence to position Partners of the Americas (POA) for an upcoming proposal to the DOS Office of Population and Refugee Migration.
  2. Assist with the identification of local partner organizations that will be part of POA’s consortium in Ecuador and Peru.
  3. Participate in design meetings to develop the technical approach for POA’s proposal based on the problem identified in the education sector.
  4. Support the development of Proposal Win themes to differentiate POA’s proposal and turn it into a highly competitive bid. Gather and provide information to fill information gaps that will strengthen the proposal.
  5. Develop a gender analysis for Ecuador and Peru in the education sector, including desk research on current gender analyses.

Post-Solicitation (Live Bid Stage)

  1. Contribute to the development of our proposal technical approach. Participate in the proposal technical design meetings.
  2. Support the development of proposal win themes.

Deliverables

Pre-solicitation

  1. List of potential stakeholders in proposed countries
  2. Written analysis of critical PRM components
  3. Gender Analysis for Peru and Ecuador in the education sector.

Live Bid Stage

  1. Suggest proposal win themes
  2. Collaborate and assist POA program staff in designing and developing the technical approach
  3. Attend proposal design sessions and gather additional information to address information gaps.
