Job Purpose

The Cash and Voucher Assistance (CVA) Delegate, under the direction of the IFRC Operations Manager in Türkiye, will work with the Turkish Red Crescent, as well as with other Movement partners and external stakeholders, such as Governmental authorities, and humanitarian actors to implement the CVA earthquake response strategy. This, to avoid duplication and maximize the impact of the overall humanitarian response. Specific attention will be given to building capacities of the National Society on CVA preparedness and response, as well as on further strengthening accountability towards beneficiaries. The CVA Delegate brings strategic, technical, and operational expertise on CVA, supporting the NS and enabling it to scale up activities, as well as, to transition from emergency to long term.

Job Duties and Responsibilities

Assessment and CVA Feasibility

  1. Lead cash feasibility assessments considering needs, priorities and preferences of affected population, market conditions, government policies, available payment mechanisms, the NS organizational capacity, and other relevant key criteria using the RCRC guidance and existing tools and templates for cash feasibility.
  2. Support financial service providers assessments and identify viable delivery mechanisms for the relief and recovery response in collaboration with the host NS relevant departments (finance, logistics and programmes) to allow for an (i.e. coverage, accessibility, costs, liquidity, legal and data-protection aspects, etc.).
  3. Support the NS CVA team in analysing the risks and update risk assessment including mitigation measures for potential risks. In doing so, engage the community as well as all relevant departments in the risk analysis and identification of measures to mitigate security and other potential programmatic risks.

Response Analysis and design

  1. Support the operational team to conduct a robust response options analysis, based in a series of agreed criteria (e.timeliness, preferences of affected population, value for money, etc.) to compare responses and assistance modalities and identify the most appropriate, effective and efficient one. Ensure key internal and external stakeholders are engaged in the response options analysis.

Operational set up

  1. Identify specialist skills that may be required in different operational contexts (IM, registration systems, delivery mechanisms) and ensure adequate human resource capacity is identified for CVA.
  2. Support and provide technical support and inputs in the ongoing operation. Be responsible for the CVA plan of action and budget. Ensure programme delivery follows the Plan of Action, and beneficiary selection and transfer mechanisms follow agreed NS procedures and SOPs. Maintain overall oversight of all CVA elements ensuring targets are met and identified risks are mitigated. Supervise the CVA-IM delegate in country during the ongoing operation.

Job Duties and Responsibilities (continued)

  1. Work with the NS to ensure that all necessary tools and systems (financial, logistics and M&E) are adapted for assessment, are in practice and disseminated. This includes SOPs, operational guidelines, risk register, beneficiary registration tools, monitoring tools, CEA tools, information management tools in line with data protection requirements, communication materials).

Monitoring and PMER links

  1. Together with PMER, outline the PMER plan and adapt the necessary M&E tools from the RCRC toolkit. This includes tools for baseline and verification visit, exit survey (at distribution/encashment location), site observation, post distribution monitoring (HH-level), focus group and key informants’ interviews, beneficiary feedback and response mechanisms and market and price monitoring.
  2. Identify the context data indicators relevant to the CVA response including market analysis, beneficiary satisfaction and feedback, safety and security and ensure findings are fed into the operations when data suggests the need for changes and improvements.
  3. Take part in internal and external technical and coordination meetings, representing the organization and ensuring achievement are reported on the Poland Refugee Response Plan and other main documents.

Capacity building and future cash preparedness

  • Support National Society in preparing Standard Operation Procedures for current and future CVA interventions
  • Identify CVA specific capacity and gaps in NS to improve CVA preparedness and response and provide relevant trainings on CVA, to be part of a broader NS capacity building strategy. This includes conducting assessment both at head quarter and branch levels and delivering trainings.

Education

Required:

  • Relevant university degree / higher education or demonstrated equivalent humanitarian related experience
  • Recognised technical training in Information Technology, demography, statistics, GIS, data visualization, graphic design, social sciences, analysis, needs assessments or a related field
  • Recognised technical training in Cash and Vouchers Assistance, such as Practical Emergency Cash Transfer (PECT) Training or similar

Preferred:

  • IFRC training in Mobile Data Collection, Survey Design & Humanitarian Information Analysis

Experience

Required:

  • 3 to 5 years of proven experience of analysis of data and information in humanitarian settings
  • Experience in providing Information Management support in a disaster response and recovery emergency operation
  • Experience facilitating training Experience in mobile data collection and survey designto support implementation of CVA programmes
  • Experience in analysing primary and secondary data in emergencies
  • Experience/knowledge of mobile data collection tools, such as Kobo and ODK
  • Experience/knowledge of data visualization and GIS tools, such as Power Bi, Tableau and QGIS

Preferred:

  • Experience with data management systems
  • Experience building a network and/or team, especially a remote team
  • At least 2 years of experience of working for the Red Cross/Red Crescent Movement

Knowledge, Skills and Languages

Required:

  • Knowledge of Cash and Vouchers Assistance (CVA)
  • Knowledge of analysis of qualitative and quantitative data
  • Strong analytical skills and ability to handle complex issues and data
  • Skills in developing and training staff
  • Skills in technical installation, troubleshooting and support for IM system hardware
  • Fluent spoken and written English

Preferred:

  • Strong knowledge of database or data manipulation software: ACCESS, Excel, MySQL or PostGreSQL, and/or other statistical programmes (STATA or SPSS) and/or programming languages (R or Python)
  • Good command in Turkish
