DanChurchAid (DCA) and Norwegian Church Aid (NCA) Joint Country Programme in Palestine (JCPP) is recruiting an International Advocacy Officer


DCA/NCA is looking for highly motivated and qualified individual for the role of International Advocacy Officer (IAO) to contribute to the attainment of the Joint Country Programme (JCP) objectives. The purpose of the role as IAO is to lead the JCPP’s international advocacy efforts and ensure high quality communication and consistent narrative in JCPP’s written products. The IAO will work closely with partners of the JCPP, including Palestinian and Israeli Human Rights Organisations, as well as the ACT EU office in Brussels and DCA’s and NCA’s advocacy advisors in Copenhagen and Oslo, to influence international policies and practices affecting Palestinians.

Major Responsibilities:

  • Ensure timely and quality implementation of advocacy activities in country and with the EU. This includes a range of lobbying, communications, and other activities to inform and persuade policy makers, including donors and politicians, of the value of DCA/NCA’s policy recommendations.
  • Ensure close coordination with DCA and NCA HQs and support the advocacy activities that will be carried out in Denmark and Norway by HQ staff.
  • Lead the planning, implementation and follow up actions related to delegations of policy and opinion makers to Palestine and international lobby trips with local partners.
  • Ensure that the JCPP’s written communication products (including statements, letters, proposals, key reports etc.) are of high and consistent quality and according to agreed narrative.
  • Ensure that all advocacy messages, documents, and strategies are evidence-based, drawn from field experience and assessments, of high quality and effective, and are approved by the Country Director.
  • Support partners implement their advocacy and communication strategies at national and international level. This includes but is not limited to support and quality assurance of an ongoing EU project including advocacy trips to the EU and ensuring successful delegation visits to Israel/Palestine.
  • Ensuring that Palestinian voices and the voices of target communities are central to the DCA/NCA’s advocacy, campaigning, and media work.
  • Develop and cultivate strategic relationships with other agencies engaged in advocacy and policy work in / on the Palestine.
  • Represent DCA/NCA in external advocacy coordination forums. This includes active participation in ACT EU Middle East Working Group, the AIDA Advocacy Working Group and in connection with the Humanitarian Country Team.
  • Identify key advocacy opportunities and targets at national and regional levels, if relevant, and if needed mobilise international advocacy support for these.
  • Perform any other duties as assigned.

Key qualifications / Experience expected/ Education:

We are looking for a highly driven, intelligent, and robust person with exceptional political acumen, excellent verbal and written communication skills, and a strong and enduring commitment to work for the protection of human rights and respect for international humanitarian law.


  • Master’s degree in political or social sciences, journalism or another relevant field.
  • Around 3-7 years relevant experience of advocacy work including lobbying, policy development and information provision.
  • Strong understanding of international human rights law and international humanitarian law.
  • Strong skills in developing and implementing humanitarian advocacy strategies.
  • Excellent writing and presentation skills in English including the ability to present complex information in a succinct and compelling manner.
  • High level analytical and strategic thinking skills.
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure.
  • Excellent planning, management, and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks, and responsibilities.
  • Strong attention to detail and results orientation.
  • Excellent interpersonal skills and ability to work in multi-cultural teams.
  • Experience in managing risks associated with advocacy and communications in high-risk settings, including in developing risk management plans and mitigation measures.
  • Good understanding of Protection issues arising from a conflict setting, impact on protected populations, and implications for humanitarian aid agencies.
  • Demonstrated ability to develop and lead research and other activities oriented towards developing positions and evidence base.
  • Self-motivation, creativity, and an ability to perform individually and as part of a team.
  • Fluency in Danish.


  • Experience working for an international humanitarian organisation in complex environments.
  • Experience with programmes, programme development, proposal writing, or implementation.
  • Experience in coordination of various stakeholders a plus.
  • Experience solving complex issues through analysis.
  • Knowledge of Arabic and other language.
  • Strong international network within advocacy and policy settings.
  • Understanding of the issues concerning the INGO sector with an in-depth knowledge in communications, marketing and/or fundraising.
  • Understanding of UN and donor operations at country level.

  • Duration: One-year contract will initially be offered. Possibility of renewal based on performance
  • Contract Type: Contract based on seniority of the selected candidate in accordance with DCA handbook for international staff – Full time (35 working hours/week)
  • Starting Date: ASAP in 2023
