Position Title: Deputy Chief of Party – Promoting Human Rights in Armenia (PHRA) Activity
Position Status: Full-Time
Vacancies: 1 – Hiring for this position is contingent on funding.
Location: This position will be based in Armenia and will require frequent travel throughout the region.
Salary: Commensurate with experience. PartnersGlobal offers a competitive salary and benefits package.
This position is not covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO.

POSITION OVERVIEW
PartnersGlobal is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID-funded Promoting Human Rights in Armenia (PHRA) Activity.
The objective of the PHRA activity is to advance human rights and fundamental freedoms in Armenia through proactive measures to prevent and address human rights violations, as well as by strengthening mechanisms for rights protection. The DCOP and Chief of Party (COP) will work together to provide strategic guidance, project management oversight, and technical expertise, fostering a culture of teamwork and inclusivity within the project team. Together, they will leverage their respective strengths and experiences to ensure effective coordination, decision-making, and implementation of the human rights project in Armenia. This shared leadership approach reflects PartnersGlobal’s commitment to authentic partnership in advancing human rights and social justice. DUTIES AND RESPONSIBILITIES
- Strategic Leadership Support: Work jointly with the COP in providing strategic direction and leadership for the human rights project, aligning project goals with organizational priorities and donor objectives.
- Compliance Oversight: Develop and implement robust compliance systems and procedures to ensure adherence to donor requirements, organizational policies, and local regulations throughout the project lifecycle.
- Grant Management: Oversee the management and monitoring of grants to local civil society organizations, ensuring compliance with grant agreements, budgetary restrictions, and reporting deadlines.
- Risk Management: Collaborate with the Chief of Party to identify potential project compliance risks and vulnerabilities. Develop and implement mitigation strategies to minimize the project’s exposure to legal, financial, and reputational risks, ensuring alignment with ethical standards and the promotion of human rights and social justice.
- Capacity Building: Provide guidance to project staff and partners on compliance-related matters, including donor regulations, financial management, and reporting requirements.
- Collaboration and Coordination: Work closely with the Chief of Party and other project staff to ensure seamless coordination and communication on compliance-related issues, fostering a culture of transparency and accountability within the project team.
- Partnership Development: Collaborate with the Chief of Party to cultivate and nurture partnerships with government agencies, civil society organizations, international donors, and other stakeholders to foster collaboration and maximize project outcomes.
- Continuous Improvement: Regularly review and update compliance systems and procedures to reflect changes in donor regulations, organizational policies, and best practices, and implement corrective actions as needed**.**

QUALIFICATIONS
Required:
- Minimum eight (8) years of experience, including progressively more responsible senior programmatic roles or project lead in another related technical area relevant to the project objectives. Non-project-based experience can be replaced with ten (10+) years of working within USAID and demonstrating competency to lead complex programs in all aspects of regulation and compliance quality control and delivery.
- Minimum five (5) years of experience in senior management or leadership positions.
- Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
- Track record of fund development, including funding collaboratives, philanthropies, and multi-lateral funders
- Experience working and collaborating with diverse sets of stakeholders, such as in-country NGOs, government officials, donor representatives, particularly in line with PartnersGlobal’s mission of promoting authentic partnership and accompaniment in building resilient civic spaces.
- Demonstrated ability to meet deadlines and deliver quality outputs under pressure, particularly in the context of human rights programs.
- Professional Fluency in Armenian and English required.
Prefferred Qualifications:
- Masters’ degree preferred in peace and conflict, democracy promotion, human rights or international development focused fields or another relevant field applicable to project objectives.
- Candidates with prior regional experience, particularly those with a comprehensive understanding of human rights issues in Armenia (e.g. – prison conditions, arbitrary arrest, or detention, arbitrary or unlawful interference with privacy, restrictions on freedom of expression, crimes involving violence or threats of violence targeting civil society and lesbian, gay, bisexual, transgender, queer, and intersex persons (LGBTQI+), and child labor) will be given preference.
