DAI seeks a Deputy Program Director for the USAID-funded Critical Infrastructure Digitalization and Resilience (CIDR) program. This program supports the governments of Europe & Eurasia countries (including the Western Balkans, Black Sea region, and the Caucasus) in assisting critical infrastructure entities to incorporate cybersecurity best practices into organizational operations, planning, and procurement; prioritize cybersecurity investment needs; adopt standards and corresponding security controls; and establish the basis for region-wide cybersecurity information sharing. Through a regional approach targeting improved policies and legislation, information sharing, workforce development, and capacity-building, the program targets sectors such as energy (electric, natural gas, oil, district heating), water (transmission, distribution), transport, healthcare, finance, and telecommunications.

The Deputy Program Director will support the Program Director in all aspects of program management at both a strategic and operational level. In partnership with the Program Director, the Deputy Program Director will be responsible for the technical direction of the program and will supervise staff and technical consultants and coordinate with other members of program leadership remotely and across offices.

This is a full-time project position based in Washington, DC. The Deputy Program Director reports directly to the Program Director.

Roles and Responsibilities

·Work with the Program Director to establish relationships with key stakeholders across the critical infrastructure sector, including government, private sector, academia, civil society, international donors, and media.

·Oversee and manage partner engagements and deliverables.

·Work with program staff and partners to design and implement program activities in compliance with USAID rules and regulations. ·

·In partnership with the Program Director, engage in client management and oversee the technical implementation of program activities, including USAID Mission buy-ins

·Work with partners to keep abreast of cybersecurity trends in Eastern Europe, as well as globally, including existing and emerging cybersecurity campaigns or tools being used to combat threats to the critical infrastructure sector.

·Manage and advise U.S. and foreign-based staff and consultants.

·Facilitate meetings with key critical infrastructure stakeholders.

·Facilitate and lead technical activities together with partners and staff.

·Contribute to the development and revision of program reports, workplans, monitoring and evaluation plans, and communications materials.

·Additional responsibilities as project needs evolve.

Qualifications

Required

·Deep knowledge and understanding of critical infrastructure operations and cybersecurity risks (preferably in the Eastern Europe region).

·Advanced degree in political science, IT, engineering, international studies, or relevant field, or bachelor’s degree with equivalent years of experience in relevant field.

·Proven experience managing and implementing multi-component donor programs and demonstrated ability effectively managing staff.

·Experience facilitating or leading workshops with diverse groups of cybersecurity experience.

·Experience working with diverse groups of stakeholders to design and deploy innovative solutions to complex challenges.

·Excellent communications (written and spoken) in English.

·Able and willing to travel to Eastern Europe and able to meet all entry requirements (including COVID-19 and visa rules).

·Eligibility to work in the US.

Preferred

·Deep networks and relationships with critical infrastructure operators or cybersecurity stakeholders in the Eastern Europe region.

·Working communications (written and spoken) in Albania, Armenian, Bosnian, Bulgarian, Croatian, Georgia, Macedonian, Montenegrin, Romanian, Russian, or Serbian.

Supervisory Requirements

The Deputy Director will be responsible for direct oversight of multiple personnel, as well as technical consultants.
