Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to vulnerable populations with crises threatening their survival, mainly in the event of armed conflicts, but also epidemics, natural disasters, or exclusion of care. The French section of MSF is present in some thirty countries.

As part of a new permanent position, we are looking for a eHealth Mobile Implementation Officer (M/F)

Context:

The main objective of the Operations department in OCP is to improve the quality of the operational response of MSF by formulating, supervising, and insuring the efficient implementation of its medical humanitarian activities. The department is organized in 8 operational cells, transversal units, and project units.

The eHealth unit has a mandate to promote and advance secure, efficient, and effective use of health information, contribute to the quality of care, information utilization, and help to inform future health information technology initiatives.

Mission:

Under the overall supervision of the eHealth Implementation and Support Coordinator, the eHealth Mobile Implementation Officer (MIO) will be responsible for assessing the data management needs and determining the MSF-OCP project needs. The post holder will also be responsible for deploying eHealth digital tools, as well as ensuring post implementation support and identifying points to improve. The MIO will also coach and train the field staff in the use of the eHealth software, adapt the data collection system in the health facilities, and train the staff in the use of the registers and other paper based data collection tools. S/He will also ensure that an ongoing briefing process is put in place to allow for the use of the software and sustainability of the data collection system for future field staff.

Main Duties and Responsibilities:

Preparation of OCP missions for eHealth digital tool deployment

  • In collaboration with the eHealth team members and technical advisors, participate in project assessment (data mapping, identification of pain points, etc.) prior to the deployment
  • Prepare the field implementation schedule (summarizing all requirements) working closely with the cell, coordination, and field teams to ensure an efficient and effective deployment
  • Coordinate with cells, coordination, and field teams to prepare the project’s set up as well as on selecting appropriate data for projects

Implementation and post-implementation activities

  • Identify field constraints/restrictions for the implementation process and anticipate solutions to mitigate those constraints (e.g.: data collection system/organization constraints, remote implementation, connectivity/logistic constraints…)
  • Ensure the customization and implementation of eHealth tools at project and coordination level
  • Assess the needs, opportunities, and difficulties regarding routine medical data (collection, storage, transmission, analysis) in the medical services of each project visited
  • In collaboration with the eHealth System Administrator, installing system on project specific computers

End-user training and support

  • Support, advise, and train field teams on changes/adaptations to be made in the existing data collection system and tools (tally sheets, registers) as needed
  • Prepare, organize, and execute training and coaching of the persons involved with medical data collection (Data Entry Clerks, Data Managers, Medical Focal point, Midwife, Clinical Officer, Medical Coordinator, etc.) on the use of eHealth tools
  • Identify, train, upskill a Country Focal Point on overall management and using of eHealth tools and data collection

In-between missions

  • Write a visit report for each implementation or support visit done
  • Debrief with the cell and eHealth team after each implementation or support visit done
  • Support the cell in updating and adapting the existing tools if needed
  • Contribute to the development and improvement of the user guide by providing constant updates based on field feedback and experiences
  • Support the translation of the tool and relevant manuals, documentation
  • Perform additional activities/ responsibilities as needed and as requested by the supervisor

Profile :

Experience and Education:

  • Medical or paramedical or experienced data scientist or Public health or Epidemiology background is required
  • Experience with NGOs is required
  • In case of no experience in NGO, experience in Health database is required
  • Experience on health data analysis at different level for different purposes (evaluation, planning, definition of health priority, epidemic early warning etc) of 6 months minimum
  • Experience in training is a significant asset
  • Experience with Health Databases and Information Systems is an asset

  • English minimum B2
  • French (B2) competency is a strong asset

Status:

  • Mobile Field contract (12 month contract)
  • Willingness to travel to field projects (70% of working time spent in the field for assignments lasting 2 to 4 weeks)
  • Based in Paris between the travels to field projects
  • Possibility to obtain a visa for countries like France, Iran, Syria for example, is compulsory.

Salary: Field contract, salary level 11 (from €2064 monthly gross to €2437 monthly gross) according to MSF field salary scale and depending on seniority and experience in the post.
