Responsibilities

Generic responsibilities

  1. Implement NRC’s systems and procedures
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Ensure preparation and submission of donor budgets and reports on a timely manner
  4. Ensure that the reporting tasks are according to specified NRC and Donor procedures
  5. Support project staff in financial matters related to reporting, analysis of project expenditure and providing relevant financial data and information for decision making.

Specific responsibilities

  1. Ensure accuracy and timely submission of budgets and financial reports, financial analysis and other related financial reports in line with NRC and donor policies, procedures and guidelines.
  2. Ensure strong grants monitoring and reporting systems are in place in order to ensure timely reporting and proper utilization of funds.
  3. Provide financial data and information related to project results when needed and requested by Country Finance Manager.
  4. Ensure optimal allocation of expenses in line with approved budgets and project expenditures.
  5. Ensure timely submission of fund requests to donors and monitor the donor income receivables on a continual basis.
  6. Review the budget utilization status in line with the donor financial regulations and provide necessary information that enables effective budget monitoring by the budget holders.
  7. Ensure timely submission of financial reports by the implementing partners and provide capacity building to partner finance team on reporting.
  8. Assist the budget holders in Country Office on spending plans and ensure the spending plans are updated on a timely manner with realistic projections.

Qualifications

Generic professional competencies:

  • Minimum 3years of experience from working in a Senior Financial (coordinator and above) position in a humanitarian/recovery context, specifically on donor budgeting and reporting.
  • Experience in working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Solid knowledge of computer software and modern accounting systems, including knowledge of Agresso/UNIT4 ERP system and MS Excel.
  • Good communication skills in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in both Federal Iraq and KRI.
  • Proven experience in reporting requirements related to major donors (ECHO, DEVCO, DFID, UNDP, UNHCR, GIZ, DFAT, SDC, PRM, BHA, IHF BMZ and others), as well as sound knowledge of donor specific rules and regulations
  • Knowledge on Budgeting and Reporting tools and Financial Systems.

Contract Duration: 12 Months
Duty Station: Erbil – Iraq

Salary: G7/S1, According to NRC’s Iraq salary scale and terms and conditions.
