
Stichting Vluchteling
The Refugee Foundation / Stichting Vluchteling (SV) is an emergency relief organization that supports partner organizations worldwide to assist displaced populations. In case of acute need, the Netherlands Refugee Foundation provides funding to international and national partners in order to provide direct assistance, such as shelter, medical care, clean drinking water and sanitation, amongst others. Stichting Vluchteling communicates and informs the Dutch public on the humanitarian work of our partners and the situation displaced people are facing.
Following the earthquakes in Türkiye and Syria in February this year, SV established an emergency response programme from Gaziantep in Türkiye where it has a small presence. Funding partner organizations on the ground, SV responded to assist victims of the disaster almost immediately after the earthquake struck.
In order to ensure the high quality of the implementation of the projects within the earthquake response, SV is looking for a:
Financial Monitoring consultant
Türkiye/Syria
(Consultancy assignment)
This function will be for 16 to 24 hours (0.4 to 0.6FTE) on a weekly basis. Location: Gaziantep region.
SV assesses partners in the field on a regular basis and carries out monitoring visits to see if projects are well executed. SV relies on the Administrative Organization (AO) and Internal Control (IC) systems of our partners in the field. Therefore, it is necessary to visit partners on a regular basis to verify how the day-to-day internal control activities are performed at all levels.
For this, SV intends to hire additional financial monitoring capacity to supplement the organization’s capacity at HQ level in the Netherlands. The consultant will be a member of SV’s small earthquake response team, and be able to make maximum use of our proximity to partners, both in Türkiye and NW Syria, and also travel to NW Syria on a regular basis to visit projects by our partners and their NW Syria based project offices, in addition to visiting partners’ offices in Türkiye.
Place in the organization
The Financial Monitoring consultant will report directly to the Head of Emergency Response in Gaziantep for issues concerning partner contacts and security, and will have a matrix relationship with the Financial Manager Humanitarian Programmes in SV in the Hague for the implementation of her/his assignment. The latter will also guide the consultant during the assignment.
The post will be ideally based in Gaziantep, with regular travel in Türkiye and NW Syria. Your nationality, or a work permit, permits you to work in Türkiye; SV is not in the position to apply for a work permit for this position.

Purpose of this position:
The Financial Monitoring consultant plays a critical role in ensuring the efficient and transparent utilization of financial resources in the SV-funded earthquake response programme in Türkiye and NW Syria. This position is responsible for monitoring, analysing, and reporting on financial transactions, compliance with funding agreements, and the overall financial health of projects and partner organizations.
What does the job entail?
- Conduct regular and ad-hoc financial monitoring activities to ensure compliance with SV requirements, organizational policies, and international standards. Review financial documents, invoices, budgets, and expenditure reports.
- Provide financial monitoring support and advice to the earthquake response team and the Operations Team in SV’s HQ in the Netherlands
- Assess the design and operating effectiveness of procedures and internal controls of partner organizations
- Drawing of sample checks based on the transaction lists related to the grants and verify underlying documentation for proof of eligibility of claimed cost
- Support internal audit processes by providing financial data and documentation as needed. Collaborate with the HQ-based Operations team to address any findings or recommendations.
What do we expect from you?
- At least five years of demonstrated relevant work experience in Türkiye and NW Syria (strongly preferred) or in a similar humanitarian context
- Proven experience in financial monitoring, auditing, or financial management
- Knowledge of international financial standards and donor compliance regulations.
- A degree as a Financial Controller/Accountant
- Excellent oral and written skills in English and Arabic and preferably in Turkish
- Willingness to travel, including to conflict areas (NW Syria)
- Good communication, interpersonal and analytical skills
- Can-do approach, flexible, enthusiastic, are desirable qualities.
What do we offer you?
- A dynamic short-term consultancy position in a professional organization
- A part-time consultancy contract for initially six months, based in Türkiye, with traveling. Other options can be discussed
- Fees commensurate with skills and experience, and appropriate for a non-profit organization
- Start date is negotiable, but the preference would be 1st December, or sooner if possible.
