ABOUT THE MISSION

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for nearly 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2000 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers… – intervene with professionalism and commitment while respecting cultural norms.

OSS members respond to the support needs of missions through SI’s geographic desks. Their deployment is under the supervision of the Director of Operations. When deployed, 80% of their time is spent working under the responsibility of the Country Director & the relevant desk.

The flying Food Security and Livelihoods Coordinator from the OSS (Operational Support Service) team may be deployed on any mission where a Food Security and Livelihoods related position is of major strategic interest on a one-time basis.

By nature, the Flying Food Security and Livelihoods Coordinator is deployed primarily on FSL Coordinator gaps but may also be called upon to respond to emergencies, project launches, to replace a FSL Program Manager whose program is in a critical situation, to reinforce the skills of FSL teams on a mission, or to support strong positioning issues related to FSL.

Generally speaking, the Food Security and Flying Livelihoods Coordinator, as the technical advisor for the mission, contributes to the development of Solidarités International’s strategy by proposing a sectoral strategy. In particular, he/she is responsible for ensuring the quality and relevance of the technical approaches proposed and for ensuring that FSL activities are in line with the association’s general objectives and the needs of the population. He/she coordinates the project cycle and more particularly the operational monitoring of FSL programs implemented in the country of intervention. He/she contributes to the capitalization and improvement of Solidarités International’s FSL methods and techniques.

ABOUT THE JOB

ROLE DURING DEPLOYMENTS (80% OF THE TIME)

In close collaboration with the assignment desk, and in addition to the terms of reference for each deployment.

Strategic orientation

  • Where appropriate, propose and develop a sector strategy consistent with the association’s overall policies and strategy and country priorities
  • Support the Country Director in the monitoring and analysis of the FSL sector and donor strategies for FSL
  • Be a driving force for the implementation of new FSL activities and/or new FSL projects
  • Actively participate in the strategic programming work done annually
  • Actively participate in the technical coordinators’ week organized once a year at headquarters

Relevance and quality of projects

  • Propose and organize FSL needs assessment and FSL project evaluation missions
  • Ensure that FSL programs are implemented in accordance with the annual operational strategy, Solidarités International technical requirements and donor criteria
  • Ensure that cross-cutting themes are taken into account: protection, gender, DRR, environment
  • Ensure the relevance and coherence of FSL programs with respect to the needs of populations and contextual specificities
  • Ensure the achievement of results on the programs under his/her supervision
  • Ensure the requirement and sustainability of actions and compliance with norms and standards
  • Coordination, technical support and operational monitoring
  • Ensure the consolidation/validation of the planning and monitoring of activities
  • Ensure the existence and relevance of monitoring indicators
  • Provide support and advice to the logistics department for the purchase of FSL inputs (seeds, livestock)
  • Provide technical and methodological support to Program Managers (PMs) in the planning and implementation of activities
  • Supervise and support PMs, monitor and evaluate implemented FSL activities
  • Propose reorientations of the activity according to the evolution of the context and the results of monitoring and evaluation

Capitalization/learning

  • Develop capitalization/learning documents on relevant FSL activities based on existing SI tools (activity sheet, feedback, etc.)
  • Participate in the centralization and dissemination of procedures, guides and tools related to FSL activities.
  • Suggest improvements to existing tools

Human Resources Management

  • Welcome and brief teams working on FSL programs, including PM
  • Identify FSL team training needs and available resources
  • Conduct/organize training for field teams based on needs analysis
  • Support in the correction of FSL technical tests

Reporting / communication / representation

  • Support the Country Director in fundraising and donor negotiations
  • Consolidate FSL reports and supervise the writing of annexes related to FSL activities for donor reports and/or endorsements
  • Validate FSL consultant/expert reports
  • Represent SI in the national Food Security Cluster and actively participate in FSL-related working groups (cash working group, etc.)

WORK FROM HOME (20% OF THE TIME)

  • Punctual missions of support to the desks
  • Contribution to the improvement of mission monitoring tools
  • Contribution to the DOAP (Direction of operations for programs) works and projects

YOUR PROFILE

EDUCATION: Master’s degree in project management, development, or equivalent

FSL technicality acquired through a specific degree or professional training (i.e. agronomy, environment, economics, business, sociology, geography)

Specialization in nutrition and/or livestock and/or fish farming would be an asset.

EXPERIENCE AND SKILLS REQUIRED:

  • Field experience in food security and livelihoods project management and team coordination and FSL project coordination functions (5 years minimum).
  • Experience in various types of FSL activities from emergency to development appreciated (food distributions, cash transfers, agricultural/livestock support, IGA support/vocational training, disaster risk preparedness and mitigation, etc.).
  • Experience in surge capacity positions appreciated
  • Definition and implementation of tools and methodologies.
  • Good knowledge of FSL analysis frameworks/tools.
  • Demonstrated experience in FSL project/program development.
  • Experience in donor relations.
  • Good writing skills in English and French.

Spanish: would be an asset

  • Expatriate contract calculated on the basis of the expatriate salary scale (gross salary of the coordinator level from 2400 euros/month, excluding the valuation of experience in NGOs)

  • Consideration for off-site work time (20%) outside of SI headquarters (home) will be negotiable
