DEPARTMENT PURPOSE: The Operations Department provides efficient, safe operational functions and
support grounded in Feminist Principles that enable OIS to play its role in the Confederation effectively and
support the confederation to have greater impact through efficient and effective business support functions.
BACKGROUND TO TRANSFORMING BUSINESS SUPPORT (TBS) PROGRAMME:
In line with the Oxfam Global Model and Presence Review decisions and the Global Presence map approved by
the Oxfam International Executive Board (EB) in May 2020, a comprehensive process to design and implement a
new global business support model is underway to create a new ‘steady state’ for future business support to countries. This process moves business support from the current model of support provided by a number of affiliates to harmonize and consolidate this support under Oxfam International. The process will need to balance the improvement of satisfaction levels of countries and partner affiliates; the importance of reducing costs and improving business support standards and efficiency; to significantly simplify and harmonize operations; and the importance of a responsible change management process that also considers and prioritises staff well-being, engaging effectively with all stakeholders and in harmony with other confederation development activity. All of this is to be completed within an overarching framework that encompasses the Oxfam Global Operating Model.
JOB PURPOSE: The purpose of the role is to provide business analysis support to functional workstreams to ensure functional processes are well mapped to respond to the issues being resolved, the life cycle of the function makes sense and the workflow is designed to be implemented whether manual or automated and considers the interdependencies with other functions and systems. In addition, the role will work on specific business analysis projects across different functional workstreams under the guidance of the relevant functional workstream lead.

Key Responsibilities and Accountabilities
The Transforming Business Support (TBS) programme is a complex process and system change to the business support functions that enable and support countries and regions. It is multi-dimensional and affects all parts of the
Confederation – EAs, PAs, Regional Platforms, Countries and OI Secretariat. The overall purpose of the program

is to ‘enable countries and regions to thrive’ through building effective, efficient, sustainable, and simple policies,
procedures, and systems. Ultimately, we want them to be Fit for Purpose, Fit for our Values and Fit for the Future.
1. Business Analysis
Gather and document detailed business requirements from various stakeholders to understand needs and
opportunities for improvement.
Create process models such as flowcharts, data flow diagrams, or use case diagrams to visually represent
the current and future state of functional processes including their interactions. This helps stakeholders
understand and validate the proposed changes.
Challenge business assumptions, as appropriate, with stakeholders and senior management.
Identify gaps conflicts, and ambiguities in requirements and work with stakeholders to resolve them.
Work with Subject Matter Experts to translate this to a package that can inform automation of the workflow
while ensuring that solutions and/or limitations of potential IT solutions are considered in the process.
2. Testing, Validation, and Change management
Collaborate with key stakeholders throughout the full delivery of the harmonization workstream.
Assist in defining test cases and participate in testing to ensure that the developed solution meets the
specified requirements.
Monitor its performance and gather feedback from stakeholders. They may recommend adjustments or
improvements to ensure the solution continues to meet business needs.
Collaborate with Subject Matter Experts to ensure successful delivery such as supporting in developing
training materials and providing support to end-users during the transition.
Input into defining what the measure of success for delivery would be.
Help manage the change process when implementing new systems or processes.
3. To ensure knowledge management and contribute to promoting knowledge culture.
Create detailed requirement documents, which can include user stories, user cases, process flow
diagrams, and data models that can serve as a blueprint for the development team.
Building key relationships with a wide range of stakeholders to identify and bring together different interests
and contributions, working with diverse perspectives to build a common understanding and collective
proposals.

Essentials
• Professional certifications such as BCS Business Analysis Diploma or Chartered IT
Professional(CITP)
• Awareness of modelling tools like Visio, Abacus or iDraw
• Knowledge of market trends and practices
• Ability to construct process models, interpret and construct data models
• Strong representation, negotiation, informal leadership and influencing skills
• Strong analytical skills and attention to detail
• Excellent interpersonal, relationship building and negotiation skills with demonstrable ability to
lead, influence and motivate others
• Proven ability to organize own work effectively, and to deal with ambiguity and changing
contexts.
